This unit standard is for people working, or who intend to work,
as park rangers in public and private parks and reserves.
People credited with this unit standard are able to describe the
legal tenure status and gazettal of land, and demonstrate
knowledge of the park management policies, in a specified park
area.

Explanatory notes
1
A park area is publicly accessible land under the management of local government,
the Department of Conservation, or a Trust. It may include land protected for scenic,
scientific, recreational, historic, or cultural reasons; such as reserves, regional or
national parks, protected private land, wildlife areas, marine mammal sanctuaries,
conservation areas, or land held under the Local Government Act 2002.

Legislation relevant to this unit standard may include but is not limited to – Local
Government Act 2002, Resource Management Act 1991, Historic Places Act 1993,
Building Act 2004, Health and Safety in Employment Act 1992, Reserves Act 1977,
Conservation Act 1987, National Parks Act 1980, The Treaty of Waitangi (Te Tiriti o
Waitangi), Walking Access Act 2008, Local Government bylaws, and any
licence/concession requirements applicable to the regional area (for example
Christchurch City Council may refer to the Summit Road (Canterbury) Protection Act
2001).

Outcomes and evidence requirements
Outcome 1
Describe the legal tenure status and gazettal of land in a specified park area.
Evidence requirements
1.1
A copy of the relevant legislation is located for each park or reserve type.
may include but is not limited to – recreation reserve, scenic
reserve, wildlife refuge, historic reserve, land held under the Local
Government Act 2002.
Range
1.2
The legal tenure status and gazettal of land in the specified park area are
described.
Outcome 2
Demonstrate knowledge of the park management policies for a specified park area.
Evidence requirements
2.1
Park management policies are described as they relate to the use and
management of the park area, and any issues surrounding them.
Range
2.2
bylaws, opening hours, land use consents, pedestrian and vehicle
access, types and use of facilities;
may include but is not limited to – use of firearms, fire, camping.
Park management policies on development and maintenance of facilities are
described in terms of the relevant legislation and consents required.

Providers must be granted consent to assess against standards (accredited) by NZQA, or
an inter-institutional body with delegated authority for quality assurance, before they can
report credits from assessment against unit standards or deliver courses of study leading

Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.

standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
