This unit standard specifies the outcomes required to undertake human resource management (HRM) within projects. It involves planning for human resources, implementing staff training and development, and managing the project team and stakeholders. A project manager usually performs the specialist functions required by this unit standard.
People credited with this unit standard are able to: implement human resource and stakeholder planning activities for projects; implement staff training and development for project team members; and manage the project team and stakeholders.

Explanatory notes
1 Legislation relevant to this unit standard may include but is not limited to: Health and
Safety in Employment Act 1992; Resource Management Act 1991; Human Rights Act
1993; Privacy Act 1993; Employment Relations Act 2000.
2 To demonstrate competence in this unit standard a candidate must be able to provide evidence that they have taken responsibility within projects for human resource management for the projects. This will include evidence of managing the work of others within the project team in the area of human resource management.
3 Definitions
Organisational requirements refer to instructions to staff on policy and procedures which are documented in memo or manual format and are available in the workplace.
These requirements include but are not limited to
– site specific requirements and company quality management requirements.
Project organisation and structure may be affected by established organisation responses to external influences such as relevant legislation, such as antidiscrimination, equal employment opportunity, affirmative action and occupational health and safety; workplace bargaining; accepted work practices.
Staff may come from within the organisation, e.g. staff on loan from other projects; external to the organisation, e.g. consultants, auditors and quality assurance specialists.

4 Evidence is required of managing a minimum of two projects.
Outcome 1
Implement human resource and stakeholder planning activities for projects.
Evidence requirements
1.1 Human resource requirements for individual tasks are determined, with input from stakeholders and senior personnel, to determine project staffing levels and required competencies, in accordance with project plan and organisational requirements.
1.2 Project organisation and structure designated by senior personnel is established to align individual and group competencies with project tasks, in accordance with project plan and organisational requirements.
1.3 Project stakeholders are identified and their expectations verified in terms of quantifying project outcomes.
1.4 Staff are allocated to the project with the approval of senior personnel to meet work requirements throughout the project life cycle, in accordance with project plan and organisational requirements.
1.5 HRM methods, techniques, and tools are developed and used to implement
HRM procedures and plans to ensure clarity of understanding and ongoing human resource management throughout the project life cycle in accordance with organisational requirements.
Range HRM methods, techniques, and tools may include established organisation responses to
– individual and group competency identification and development; HRM forecasts, staffing plans and job descriptions; staff recruitment and reallocation; performance monitoring, assessment and reporting; conflict resolution.
Outcome 2
Implement staff training and development for project team members.
Evidence requirements
2.1 Designated staff responsibilities, any delegated authority, and individual performance measurement criteria are communicated to the project team and other relevant stakeholders to ensure clarity of understanding of the work and to provide a basis for ongoing assessment, in accordance with project plan and organisational requirements.
2.2 Ongoing development and training of project team members is identified, planned, approved by senior personnel, and implemented to achieve HRM and overall project objectives, in accordance with organisational requirements.

2.3 Individua ls’ performance is measured against agreed criteria and actions are initiated to overcome any shortfalls in performance and to encourage career progression, in accordance with project plan and organisational requirements.
Outcome 3
Manage the project team and stakeholders.
Evidence requirements
3.1 Processes to promote continuous improvement of staff are implemented and actions are taken to improve staff and overall project effectiveness, in accordance with project plan and organisational requirements.
3.2 Internal and external influences on individual and project team members' performance and morale are monitored and reported to senior personnel, if required, for remedial action, in accordance with organisational requirements.
Range internal influences may include but are not limited to
– work load, relationships with other team members, health.
External influences may include but are not limited to – work load from other projects, changes to organisational policy, changes to financial environment.
3.3 Established procedures for interpersonal communication, counselling, and conflict resolution are implemented to maintain a positive working environment, in accordance with organisational requirements.
3.4 Stakeholder expectations are continually reviewed to resolve expectation variance and ensure the project is on track to deliver expected outcomes, in accordance with project plan and organisational requirements.
3.5 Any inter-project and intra-project conflict is identified and managed to minimise impact on achievement of project objectives in accordance with organisational requirements.
3.6 Any human resource and stakeholder management issues and recommended improvements are identified, documented, and passed on to senior personnel for application in future projects, in accordance with organisational requirements.
