Standard Setting Body involvement in process for granting consent to assess Levels 1 and 2 Evaluation of documentation by NZQA and industry. Levels 3 and above Evaluation of documentation and visit by NZQA and industry. Visit waiver conditions A waiver for visits may be considered in the following circumstances: when the applicant organisation seeks consent to assess against a very small number of unit standards and Careerforce agrees that, given the particular nature of the unit standards, a visit is not warranted; or when the applicant organisation’s history of training and assessment is well known and it is considered by Careerforce that a visit is not warranted; or when the applicant organisation’s history of teaching and assessment against other cleaning and pest management related unit standards (eg ServiceIQ [previously Hospitality Standards Institute] standards in the Accommodation Services domain) is well established and known to Careerforce and a letter of support is provided by the SSB responsible for those standards; or when there are other special reasons agreed on a case-by-case basis between the applicant organisation and Careerforce. All applicant organisations must provide satisfactory evidence to Careerforce of their capability to effectively manage, deliver, and assess against the relevant unit standards before a waiver will be given. The applicant organisation must obtain waiver of visitation from Careerforce in writing. Areas of shared responsibility None. Fees schedule for SSB involvement in process for granting consent to assess The fees schedule is applicable to all applications for consent to assess received by NZQA from 1 November 2004. However, the SSB may choose to charge lower fees 1 Tertiary education organisation (TEO) includes public and private tertiary education providers, industry training organisations, government training organisations, and other providers. Additional fees can be charged by NZQA, and the Committee for University Academic Programmes (CUAP) for involvement in granting consent to assess. Contact the relevant quality assurance body (QAB) for information. General requirements for accreditation These are the general requirements for accreditation of providers gazetted in 1993. Applicants should consult their QAB (NZQA or CUAP) for details of the requirements. Criterion 1 Development and evaluation of teaching programmes There is a system for developing coherent teaching programmes and for their evaluation, which should include evaluation by learners/consumers. Criterion 2 Financial, administrative and physical resources Adequate and appropriate financial and administrative resources will be maintained to enable all necessary activities to be carried out. Adequate, appropriate and accessible physical resources will be available for supporting students to meet the required standards. Criterion 3 Staff selection, appraisal and development A teaching staff with the necessary knowledge and skills will be maintained through staff selection, appraisal, and development. Criterion 4 Student entry There is a system for establishing and clearly publicising student entry requirements that include no unreasonable barriers. Criterion 5 Student guidance and support systems Students have adequate access to appropriate guidance and support systems. Criterion 6 Off-site practical or work-based components There are arrangements for ensuring that any off-site practical or work-based components are fully integrated into the relevant programmes. Criterion 7 Assessment There is a system for ensuring that assessment is fair, valid, and consistent. Ref: 0004 4 Criterion 8 Reporting There is a system for providing students with fair and regular feedback on progress and fair reporting on final achievements, with an associated appeals procedure. There is a reliable system for archiving information on final student achievements. Industry or sector-specific requirements for consent to assess These requirements have been established to assure Careerforce and industry that the applicant organisation can provide learners with a safe training environment that meets occupational safety and health requirements, and that it can administer, deliver, assess, and support training to the standards and requirements applying to the cleaning industry, urban pest management industry and related sectors. Where applicant organisations do not have a history of training delivery or assessment relating to the New Zealand Qualifications Framework (NZQF), Careerforce encourages applicant organisations to closely consult and collaborate with Careerforce as programmes are developed, delivered and assessed for the first time. Where applicant organisations do have a history of training delivery or assessment relating to the NZQF, Careerforce encourages organisations to include in their application how policies and procedures have been implemented and reviewed in other areas. Criterion 1 Development and evaluation of teaching programmes The applicant organisation must have policies and procedures for the robust annual evaluation of all teaching programmes, to ensure the quality of programme delivery and outcomes, by ensuring that: the required legislation and regulations are complied with; feedback on training delivery and materials is obtained from learners and incorporated into their future development; effective systems are in place to develop and provide quality delivery of programmes; a Careerforce endorsed industry representative is involved in the development and evaluation of teaching programmes. Criterion 2 Financial, administrative and physical resources The applicant organisation must have policies and procedures in place to ensure that training resources, equipment, and venues necessary for training and assessment against the unit standards in the scope of the application are available. These must include: physical resources appropriate to the scope of consent to assess sought; facilities that enable learners to access and use the cleaning agents, specialist equipment and accessories needed to complete the assessment activities; facilities that provide for safe handling and disposal of all cleaning agents used; a programme to maintain the quality of all equipment and accessories used; adequate first aid facilities and suitably trained staff available at the immediate location of the training. Ref: 0004 5 Criterion 3 Staff selection, appraisal and development The applicant organisation must have policies and procedures to ensure that staff engaged in assessment: are appropriately qualified to assess against assessment standards. To meet this requirement assessors must hold unit standard 4098 and are encouraged to gain further training in verification and assessment. Further training in verification and assessment would be demonstrated either by holding unit standards 11281, 11551 and 18203 or by demonstrating equivalent knowledge and skills; hold a qualification or unit standards relevant to the content of the standards being assessed, at or above the level of the standards being assessed; keep up to date with legislative and technological requirements, and best industry practice relevant to the scope of consent to assess. The applicant organisation must have policies and procedures to ensure that teaching and assessing staff continue their professional development in adult teaching and assessment, and maintain currency with the industry. Criterion 4 Student entry The applicant organisation must have in place policies and procedures for the selection of learners that ensure their language skills are sufficient for them to understand all requirements, instructions and communications (oral, written and graphic) necessary for compliance with industry-related health and safety requirements of the unit standards. Current knowledge and skills may be recognised through Recognition of Prior Learning (RPL). Criterion 6 Off-site practical or work-based components In order to protect learners from possible exploitation in any on-job component of their training, applicant organisations must be able to demonstrate that they have policies, procedures, and review mechanisms in place to ensure that learners engaged in training in an industry setting as part of their training are being effectively coached and not simply used as ‘free staffing’. Most of the unit standards covered by this CMR are of a practical nature with demonstrated performance being required to meet industry standards, and on-job experience is vital. If the applicant organisation cannot provide suitable on-job experience, arrangements with employers or outside contractors must be made. Where the applicant organisation is using the facilities of outside employers or contractors to provide on-job experience for unit standards or parts of unit standards, such agreements must be in writing, and clearly show responsibilities for safety, training, assessment and reporting of credit. Criterion 7 Assessment The applicant organisation must have policies and procedures to ensure that selfdeveloped assessment material is submitted to Careerforce for approval prior to use. Ref: 0004 6 For further details regarding self-developed assessment material please refer to the pre-assessment moderation section of this CMR. The applicant organisation must provide evidence of policies and procedures for RPL. Non-compliance with requirements for maintaining consent to assess Where there is evidence of non-compliance with the requirements for consent to assess, the QAB (NZQA or CUAP) will seek remedial action. In cases where this action is ineffective and non-compliance continues, or in cases of repeated noncompliance, the QAB will take action that can ultimately lead to the withdrawal of consent to assess. Implementation Careerforce is able to provide sufficient trained participants to service the requirements of processes for granting consent to assess. Moderation Requirements (MR) A centrally established and directed national external moderation system has been set up by Careerforce. Introduction The purpose of the Moderation Requirements (MR) is to provide details on the national external moderation system, developed by Careerforce, to ensure that assessment decisions of TEOs and schools with consent to assess are consistent with the national standard. All TEOs and schools with consent to assess against the standards in this CMR must meet the requirements for moderation outlined in this MR. Moderation System The purpose of moderation of the unit standards is to ensure that organisations with consent to assess are meeting national standards in assessment and to identify opportunities for improvement in unit standard design and assessment practice. Careerforce is responsible for the implementation and management of the moderation process. Careerforce’s National Moderator manages and co-ordinates moderation activities. Moderation consists of: pre-assessment moderation; annual moderation workshops or a moderation visit; and post-assessment moderation. Ref: 0004 7 Moderation Activities Planning Each year, Careerforce will determine which unit standards will be moderated for the year by reviewing the credits that organisations with consent to assess have reported to NZQA during the previous 12 months. Normally organisations will be informed about moderation requirements in September with moderation occurring in November. The information about moderation will consist of: the unit standards to be moderated; materials to be submitted and timeframes for submission; and the scheduling of workshops or any visits. It is expected that Careerforce will select a minimum of four unit standards from each domain or sector to be moderated each year. When selecting unit standards for moderation the following criteria will be considered: moderating unit standards from a range of levels; moderating unit standards from all domains in the scope of consent to assess; moderating unit standards that are high use. Pre-assessment moderation If organisations with consent to assess intend to use their own assessment materials they are required to advise the National Moderator so that arrangements can be made to complete pre-assessment moderation of these materials prior to use. There is no cost for pre-assessment moderation. When samples are submitted for pre-assessment moderation, they must include: the assessment; all material that will be used by the assessor to make assessment decisions. Post-assessment moderation Organisations with consent to assess will be asked to submit assessment documentation relating to the evidence they have gathered as part of an assessment. The National Moderator will check the documentation in relation to sufficiency, validity and consistency. When a sample is required for post-assessment moderation, the sample must include: the assessment guide; all material used by the assessor to make assessment decisions; assessed candidate material (normally from at least three candidates). All material sent for moderation should be legible copies, and organisations with consent to assess should ensure that they have retained the originals or copies. Ref: 0004 8 Moderation workshops and moderation visits Careerforce will arrange regional moderation workshops. Organisations with consent to assess must provide the assessment documentation specified above for the unit standards selected for moderation at the workshop. For unit standards in the Urban Pest Management domain, Careerforce may arrange a moderation audio conference. Organisations with consent to assess joining the audio conference must have available the assessment documentation specified above for the standards selected for moderation. The National Moderator may visit each organisation with consent to assess to observe assessments being undertaken for unit standards that involve practical skills. Moderation will be by observation and inspection of documentation to verify evidence of competence. Careerforce charges ‘actual and reasonable’ travel and accommodation expenses for moderation visits. The National Moderator will either confirm as satisfactory the assessment materials and the validity of assessment methodology of the organisation with consent to assess or require changes to be made to subsequent assessment materials and/or methodology. Confidentiality and Intellectual Property All of the parties involved in moderation will ensure confidentiality and security of all materials used. None of the parties involved in moderation may use the materials for any purpose other than for moderation, unless they have obtained written permission from the author or author organisation. Moderation reporting The National Moderator will provide the organisation with consent to assess with a brief report on each moderation activity that they have undertaken. Any irregularities and/or non-compliance will be followed up by the National Moderator. Reporting Careerforce is responsible for evaluating the effectiveness of its national external moderation system, and for providing an annual report to NZQA. The National Moderator will provide a written report, drawing on information from industry, NZQA, and the external moderation system to all participating organisations following moderation activities and publish an annual moderation report outlining the moderation activities which have taken place during the period covered. Ref: 0004 9 Funding The development, implementation and administration of the national external moderation system will be funded through: the National Moderation Transfer from NZQA; Careerforce; and actual and reasonable charges for travel and accommodation related to moderation visits. Non-compliance charges (see below) will be used to fund the management of noncompliance with the national external moderation system. Non-compliance with moderation requirements Non-compliance in meeting the requirements of this moderation system will result in further action by Careerforce. Ongoing unresolved non-compliance will be referred to the appropriate QAB (NZQA or CUAP). Ultimately the QAB may withdraw consent to assess. Where non-compliance is identified, the National Moderator will provide details in writing to the organisation with consent to assess. Necessary corrective action will be identified and a timeframe given for compliance. Careerforce may request a visit if all other means of communication have not resulted in a resolution. If noncompliance continues and is unable to be resolved Careerforce may recommend withdrawal of consent to assess to the relevant QAB. Careerforce reserves the right to charge organisations for costs relating to the resolution of non-compliance with moderation requirements as set out below: Actual and reasonable costs for time ($75 per hour including GST, to a maximum of $600 per day), travel, and accommodation incurred by Careerforce for a visit by the National Moderator or their delegate(s) to an organisation with consent to assess, in situations of non-compliance, will be charged in full to the non-compliant organisation. Appeals Any organisation with consent to assess may lodge an appeal against a moderation decision or process. The first step is always for the National Moderator and the organisation with consent to assess to seek a negotiated solution before progressing to a formal appeal. If informal negotiation cannot resolve the issue, then the organisation with consent to assess can lodge a written appeal with Careerforce’s Assessment and Qualification Manager, including all relevant documentation, within 20 working days from when the final decision of the informal negotiation is communicated. The appeal will be investigated by Careerforce as soon as practicable and a decision reached within 20 working days of receipt of the appeal. Ref: 0004 10 If resolution is not achieved, the CEO of Careerforce will make a final determination and decision for all parties.
