Transition Arrangements
This qualification has been replaced by the New Zealand Certificate in Rail Operations
(Train Manager) (Level 3) [Ref: 2885].
The replacement qualification is substantially different in design to this qualification. The
last date for entry into programmes leading to this qualification is 31 December 2016. The
last date to meet the requirements of this qualification is 31 December 2018 at which point
the qualification will be designated discontinued.
It is recommended candidates currently enrolled in programmes leading to this
qualification complete their existing programme by 31 December 2018. They may,
however, choose to transfer into a programme leading to the new qualification.
It is anticipated that no existing candidates will be disadvantaged by these transition
arrangements. However, anyone who feels that they have been disadvantaged may
appeal to Competenz at the address below. Appeals will be considered on a case by case
basis.

Purpose
This is an introductory qualification for people entering a career in rail passenger
operations.
The qualification is for people employed, or seeking to be employed, as on-board or offboard passenger service operators.
The compulsory section of the qualification covers the core knowledge and skills related to
workplace health and safety, communication, and customer service that are relevant to rail
passenger operations.
The elective sections enable candidates to select standards from Rail Core Skills and Rail
Operations domains that fit with their job roles. These sections also cover relevant
knowledge and skills related to workplace fire and emergency response, assisting
customers, and providing customer services.
The Optional Train Management strand recognizes the knowledge and skills required for
the role of a Train Manager in the rail transport industry. Train Managers work with the
Locomotive Engineer to manage the safety and comfort of passengers and the timely
running of services.
This qualification may lead to either the National Certificate in Rail Infrastructure (Level 3)
[Ref: 1112] or the National Certificate in Rail Operations (Locomotive Engineer) with
strands in Network Freight Train, Network Passenger Train, and Network Multiple
Unit/Railcar [Ref: 1109].
Replacement Information
This qualification and the National Certificate in Rail Infrastructure (Level 2) [Ref: 1683]
replaced the National Certificate in Rail Transport (Level 2) [Ref: 0958].

Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications

Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Changes to structure and content
 Unit standard 57 was removed as a separate listing in Elective 2.
 Unit standards at Level 2 or above from Service Sector – Core Skills domain were
added to Elective 2.

Candidates enrolled in programmes leading to version 1 may either complete that version
or transfer to version 2. Candidates wishing to complete Elective 2 requirements using
standards from the Service Sector – Core Skills domain other than unit standard 57 must
transfer to version 2.
This qualification contains standards that replace earlier standards. For the purpose of
this qualification, people who have gained credit for the expiring standards are exempt
from the requirement to gain credit for the replacement standards – see table below.
