This qualification has been reviewed. The last date to meet the requirements is 31

Transition Arrangements
This qualification has been replaced by the New Zealand Certificate in Rail Operations
(Train Driver) (Level 4) with strands in Electric Multiple Unit, and Locomotive [Ref: 2886].
The replacement qualification is substantially different in design to this qualification. The
last date for entry into programmes leading to this qualification is 31 December 2016. The
last date to meet the requirements of this qualification is 31 December 2018 at which point
the qualification will be designated discontinued.
It is recommended candidates currently enrolled in programmes leading to this
qualification complete their existing programme by 31 December 2018. They may,
however, choose to transfer into a programme leading to the new qualification.
It is anticipated that no existing candidates will be disadvantaged by these transition
arrangements. However, anyone who feels that they have been disadvantaged may
appeal to Competenz at the address below. Appeals will be considered on a case by case
basis.

This qualification contains a standard that has expired and has been replaced by another
standard. For the purposes of this qualification people who have gained credit for the
replacement standard are exempt from the requirement to gain credit for the replaced
standard – see table below.

Purpose
This qualification is designed to recognise the skills and knowledge required to operate as
a Locomotive Engineer in one of three contexts: the haulage of freight trains; the haulage
of passenger trains, and the operation of multiple units and/or railcars all on network
routes.
The qualification provides a foundation of core skills and knowledge which build on the
units contained in the core of the National Certificate in Rail Transport (Level 2) [Ref: 0958]
and include core generic units, workplace health and safety and emergency response
units, communication units and rail industry specific units. There is a core elective section
to allow for flexibility.
The three strands each have a compulsory rail operations unit standard and two elective
sections. In each case Elective A provides options for candidates to demonstrate
competence using the signalling/track control systems operating in their geographical
area. Elective B provides for recognition of specialist and in depth skills and knowledge
relating to either freight or passenger or multiple unit/railcar operation.

Requirements for Award of Qualification
This qualification will be awarded to people who have met the requirements of the core
compulsory and the core elective sections and the requirements for a specific strand.
Award of NQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in the Qualifications Authority Rules
and Procedures publications available at www.nzqa.govt.nz/ncea/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (Id). Any version of a standard with the same Id may be used to meet
qualification requirements that list the Id and/or that specify the past or current classification of the standard.
