This unit standard is for people who have, or seek, responsibility
for the purchase and supply of materials, plant, and equipment
resources, and managers who make, or contribute to making,
purchasing and supply management decisions and who are
required to coordinate with technical users and specialists.
People credited with this unit standard are able to: establish
systems and procedures for competitive tendering; negotiate
contracts for supply or maintenance; and establish systems and
procedures for contract compliance monitoring and vendor rating.

1
Definitions
Organisation refers to a specific business entity which may be – profit or non-profit; in
private, public, or voluntary sectors; a business unit, iwi, or other special-purpose body.
Supplier refers to a person or organisation who supplies products, materials, or services
required by the organisation.

This unit standard will be assessed on the basis of evidence of demonstrated
performance in the workplace or in simulated work situations designed to draw upon
similar performance to that required in work. In practice this will call for a variety of
modes of assessment and forms of evidence. Evidence is required to show
consistency of performance across a range of situations and to demonstrate
knowledge, understanding, and skill in the principles and practices directly relating to
the competent performance of elements and performance criteria.

1.2
Tender document provides clear and accurate specification of supplies, conditions
of contract, and procedures for submission.
1.3
Tenders obtained demonstrate that adequate competition has been secured in
accordance with pre-determined standards.

Tenders received are recorded, opened, and evaluated in accordance with
prescribed organisational procedures and ethical standards.
1.5
Selection of tender evaluation method used is best suited to the size, nature, and
expected value of the contract.
1.6
Decision and reasons are fully documented and communicated promptly to users,
suppliers, and other interested parties.

Evidence requirements
2.1
Negotiations are conducted and agreements finalised in a manner which
promotes goodwill towards the organisation and satisfies ethical, legal, and
commercial requirements.
2.2
Any concessions made are such that agreements remain consistent with the
organisation's objectives and original intentions.
2.3
Contracts specify terms of performance and release, conform with legal and
organisational requirements, and include provision for contingencies and review.
2.4
Contracts and agreements specify the cost basis, standards, time, quantity,
quality, control, consultation, and other terms required by the organisation.

Outcome 3
Establish systems for contract compliance monitoring and vendor rating.
Evidence requirements
3.1
The supply contract is monitored for progress and conformity to quality, time, and
cost performance against contract provisions and specifications.
3.2
Effective liaison and communication are maintained with suppliers or contractors.
3.3
Critical paths and timelines for delivery of materials, plant, and equipment are
determined and met.
3.4
Control and information systems with pre-determined performance indicators
monitor progress and ensure that performance meets quality standards.
3.5
Materials, plant, and equipment supplied are evaluated against agreed
performance specifications, and non-conforming supplies are identified,
segregated, and communicated for rectification.
3.6
Vendor rating system is put in place to rate supplier performance in meeting
supply objectives and to guide supplier development policy.

Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
Requirements for consent to assess and an outline of the moderation system that applies
to this standard are outlined in the Consent and Moderation Requirements (CMR). The
CMR also includes useful information about special requirements for organisations wishing
to develop education and training programmes, such as minimum qualifications for tutors
and assessors, and special resource requirements.
