Classification Extractive Industries > Surface Extraction Available grade Achieved Explanatory notes 1 Performance of the outcomes of this unit standard must comply with the following enactments and codes: Health and Safety in Employment Act 1992 (HSE); Health and Safety in Employment Regulations 1995; Health and Safety in Employment (Mining Administration) Regulations 1996; approved codes of practice issued pursuant to the HSE Act. 2 All statutory and authority requirements must include the latest amendments. 3 Definitions Site requirements mean the documented methods for performing work activities and include health and safety, operational, environmental, and quality management requirements. They may refer to manuals, codes of practice, or policy statements. Industry best practice refers to those practices which competent practitioners within the industry recognise as current industry best practice. These may be documented in management plans, company procedures or requirements, managers’ rules, occupational health and safety policy, industry guidelines, codes of practice, manufacturers’ instructions, and safe working and/or job procedures (or equivalent). SDS refers to Safety Data Sheets. 4 Trainees who are seeking credit for this unit standard and assessors must have access to AS/NZS 4801:2001 Occupational Health and Safety Management Systems – Specification with guidance for use. Evidence requirements 1.1 A health and safety policy statement is developed in accordance with site requirements and AS/NZS 4801. 1.2 An emergency plan is developed in accordance with site requirements and AS/NZS 4801. 1.3 Delegations and appointments that clarify and maintain clear lines of accountability are developed in accordance with industry best practice. 1.4 General safety and health rules are developed in accordance with site requirements and industry best practice. 1.5 Contractor and visitor safety requirements are developed in accordance with site requirements and industry best practice. Outcome 2 Create hazard management and safety procedures for an extractive site. Evidence requirements 2.1 Hazards in the workplace are identified and systems for dealing with those hazards are developed in accordance with site requirements and industry best practice. 2.2 Safety procedures for significant hazards are developed in accordance with site requirements and industry best practice. Range may include but is not limited to – accident and/or incident investigation, mobile equipment, operational procedures, maintenance procedures, isolation and lock-out procedures, working stockpiles and dumps, personal protection and safety, welding, cutting, use of tools and equipment, blasting procedures. Outcome 3 Develop records, meetings, and inspection systems and procedures for an extractive site. Evidence requirements 3.1 Training records are developed to record employees’ progress in training and levels of competency achieved in the tasks they are required to perform in the workplace in accordance with industry best practice. Outcome 4 Demonstrate knowledge of the legislation required to operate an extractive site. Evidence requirements 4.1 Details of the HSE Act are described in relation to the duties they place on both employees and employers. 4.2 The regulations pertaining to the HSE Act are described in relation to the duties they place on employees and employers.
