People credited with this unit standard are able to: demonstrate knowledge of effective practice assessment and programming as it relates to the field of vision rehabilitation and habilitation; demonstrate knowledge of needs assessment as it relates to the field of vision rehabilitation and habilitation; apply the needs assessment process in the workplace; and review and evaluate the service plan outcome and sessions in the workplace.

This unit standard is intended for those people who are already practicing in related disciplines, and who want to adapt this practice to the requirements of the specialist fields of blindness, visual impairment, and vision impairment. entry information: accreditation option:

1 Credit allocation does not include teaching of generic skills associated with professional practice, such as report writing, time management, and case management. Assessment does include adaptation of generic professional practice to meet the requirements of the vision habilitation and rehabilitation field.

2 Organisational standards refer to the procedures regarded as effective practice by the Royal New

Zealand Foundation for the Blind (RNZFB) or equivalent professional organisations, and includes compliance with in-house rules and regulations, and specific data collection systems.

All activities must comply with the policies, procedures, ethical codes and standards, and requirements of the organisations involved.

3 Legislation relevant to this unit standard includes but is not limited to the Code of Health and Disability Services

Consumers Rights 1996, and the Health and Safety in

Employment Act 1992, and their subsequent amendments.

4 A consumer refers to an individual who meets current

RNZFB or equivalent professional organisation membership criteria.

5 Blindness, visual impairment, and vision impairment refer to the functional state of meeting current definitions of membership of the RNZFB or equivalent professional organisations.

6 The knowledge and skills evidence in this unit standard must be consistent with current documented RNZFB or equivalent professional organisation competency criteria.

7 Workplace refers to the RNZFB or equivalent professional organisation contexts of service delivery.

8 When assessing against the standards stated in this unit standard, the privacy and rights of people who have disabilities will be respected at all times.

9 Programming involves to all components of service provision specified by the RNZFB or equivalent organisation.

10 Needs assessment refers to a specialist assessment process which identifies member/client goals and needs related to the impact of blindness and sight loss has on their independence and participation in society.

It covers personal, social, recreational, educational, vocational, and employment needs and prioritises these, considering member/client abilities, resources, culture, and goals.

Elements and Performance Criteria element 1

Demonstrate knowledge of effective practice assessment and programming as it relates to the field of vision rehabilitation and habilitation. performance criteria

1.1 Factors influencing effective practice assessment and programming are identified and described in accordance with organisational standards.

Range: must include effective practice assessment and programming for adult, child, elderly; evidence is required for at least six factors.

1.2 Concepts of effective practice assessment and programming are identified and interpreted in accordance with organisational standards.

Range: evidence is required for at least five concepts.

1.3 Effective practice assessment approaches are appraised in accordance with organisational standards.

Range: effective practice assessment approaches may include but are not limited to - medical, behavioural, developmental, clinical, standardised, non standardised; evidence is required for at least five approaches.

Demonstrate knowledge of needs assessment as it relates to the field of vision rehabilitation and habilitation. performance criteria

2.1 Terms related to needs assessment are interpreted and described in accordance with organisational standards.

Range: must include but are not limited to - simple support needs assessment, comprehensive support needs assessment, specialist needs assessment, clinical assessment, assessment facilitator, screening.

2.2 Current services offered by the RNZFB are described in relation to needs assessment.

Range: may include but are not limited to - core services and their components and boundaries, referral systems, services under development.

2.3 Community agencies are described in relation to needs assessment.

Range: may include but are not limited to - contact process, current services offered, core components and boundaries, referral systems, rational for referral.

Apply the needs assessment process in the workplace. performance criteria

3.1 Needs assessment process and environment is established in accordance with organisational standards.

Range: process may include but is not limited to - role made transparent, needs assessor and consumer responsibilities made transparent, confidentiality protocols established, grievance procedures outlined.

3.2 Needs assessment is conducted in accordance with organisational standards.

Range: may include but is not limited to - verbal and non verbal communication used, approach individualised, agency and needs assessor role and boundaries maintained, approach culturally appropriate, personal issues addressed.

3.3 Techniques are described to the consumer in order to facilitate needs assessment in accordance with organisational standards.

Range: must include - orientation and mobility, techniques of daily living, communications.

3.4 Adaptive equipment is described to the consumer in order to facilitate needs assessment in accordance with organisational standards.

Range: must include - orientation and mobility, techniques of daily living, communications.

3.5 Consumer is assisted to identify and select service options in accordance with assessment of needs and organisational standards.

Range: may include but is not limited to assistance through - co-creating and exploring alternatives, focusing, providing information, identification of alternative community resources.

3.6 Consumer is assisted to co create a service plan in accordance with organisational standards.

Range: service plan may include but is not limited to - responsibilities and roles, time frames; individuals’ identified needs, issues, concerns, coping abilities, resources, values; measurable objectives; contacts.

3.7 Consumer is assisted to effect closure of needs assessment session in accordance with organisational standards.

Range: closure may include but is not limited to - overview, cultural considerations, agency protocols; identification of - actions, issues, next step. element 4

Review and evaluate the service plan outcome and sessions in the workplace. performance criteria

4.1 Plan is reviewed with the consumer, recommendations for future services are identified, and new plan developed as required in accordance with organisational standards,
