Purpose
This unit standard is for people employed in the petrochemical industry.
People credited with this unit standard are, in a petrochemical workplace,
able to: plan and implement strategy and tactics to manage major
environmental incidents; manage and control resources during a major
environmental incident; command team leaders during a major environmental
incident; monitor overall progress of a major environmental incident; and
complete reporting requirements of a major environmental incident.

This unit standard is intended for, but is not limited to, workplace assessment. While
all performance criteria must be met it is noted that all statements within this unit
standard are indicative and dependent on enterprise and site specific equipment,
procedures, and practices. Any queries can be directed to the NZ Motor Industry
Training Organisation (Incorporated) (MITO).

Definitions
Site requirements mean the site specific documented methods for performing work
activities and include health, safety, environmental, and quality management
requirements. They may refer to manuals, codes of practice, or policy statements.
Outside agencies refers in this unit standard to agencies involved in environmental
incidents such as territorial authorities, police, ambulance, and the fire service.
Elements and performance criteria
Element 1
Plan and implement a strategy and tactics to manage major environmental incidents in a
petrochemical workplace.
Range
safety and welfare of personnel is included in the strategy.
Performance criteria
1.1
The development of tactics and strategies is carried out in liaison with incident
control personnel.
1.2
Required resources are identified and secured to ensure their availability, when
required, to control the emergency.
Range
fire fighters, fire appliances, heavy machinery, water and additives,
waterway equipment, contractors, first aid services.
1.3
Tactics and strategies are selected that enable optimal suppression and control
of the emergency in relation to secured resources.
1.4
Ground-to-ground communications systems are established before ground
operations commence, taking account of site conditions and requirements of
outside agencies.
1.5
Incident priorities are established on the basis of life, property, and continued
plant operation.

Performance criteria
2.1
Resource requirements are assessed to enable incident control to be achieved
without delay.
2.2
Resource usage is monitored throughout the incident to enable action to be
taken in accordance with site requirements.

Performance criteria
3.1
Incident Controller’s instructions are interpreted and communicated to team
leaders to enable the incident to be controlled.
3.2
The experience and training of crews are considered in relation to the nature of
the emergency in order to maximise manpower effectiveness.
3.3
Team leaders are briefed concerning the overall incident control strategy to
establish required action.
3.4
Efforts of teams are coordinated to enable progress towards control of the
incident.
Element 4
Monitor overall progress of a major environmental incident in a petrochemical workplace.
Performance criteria
4.1
The effect of the chosen strategy is monitored throughout the operation and any
required alterations are recorded in accordance with site requirements.
4.2
Changes in the status of the emergency are assessed throughout the operation
to establish their effect on the incident control strategy.

4.3
Changes in situation status are communicated to the Incident Controller
throughout the operation in time for action to be taken in accordance with site
requirements.
Element 5
Complete reporting requirements for a major environmental incident in a petrochemical
workplace.
Performance criteria
5.1
Data relating to the environmental incident are recorded for further examination
and action by both internal and external authorities and personnel in
accordance with site and legislative requirements.
5.2
Recommendations are made to both internal and external authorities that are
based on reports generated from incident data in accordance with site
requirements.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
