Purpose
This unit standard is for Rural Fire Officers (RFOs) who are involved with the
issuing and compliance of fire permits.
People credited with this unit standard are able to: demonstrate knowledge of
legislation and Rural Fire Authority (RFA) policy on the issue of fire permits;
demonstrate knowledge of assessing fire danger and issuing fire permits;
and issue fire permits.

Entry information
Prerequisite: Unit 14564, Demonstrate knowledge of the
fire environment on vegetation fire behaviour, or
demonstrate equivalent knowledge and skills.
Recommended: Unit 3289, Carry out hand operated
ignition at prescribed vegetation burning operations.

Elements and performance criteria
Element 1
Demonstrate knowledge of legislation and Rural Fire Authority (RFA) policy on the issue of
fire permits.
Performance criteria
1.1
Legislative requirements in respect of fire permit issue are explained with
reference to relevant legislation.
1.2
Authority to act and the legislative offences relating to the lighting of fires in the
open are explained with reference to relevant legislation.
1.3
The policy in respect of the issue of fire permits is explained in accordance with
the requirements of the RFA.
Element 2
Demonstrate knowledge of assessing fire danger and issuing fire permits.
Performance criteria
2.1
Factors for assessing fire danger are explained using available data in
accordance with the requirements of the RFA.
2.2
Means of mitigating fire danger are explained in accordance with the
requirements of the RFA.
2.3
Means of communication of fire danger status to the public are explained in
accordance with the requirements of the RFA.
2.4
The requirements for the issue of fire permits in areas under the jurisdiction of
other authorities are explained in accordance with legislative requirements.
2.5
The reasons for declined fire permit applications are explained in accordance
with the requirements of the RFA.
2.6
Measures taken to ensure the applicants will comply with prescribed conditions
are explained in accordance with the requirements of the RFA.

Performance criteria
3.1
Fire permit sites are inspected and documented prior to issuing the permits in
accordance with the requirements of the RFA.
Range

3.2
Conditions for fire permit issue are documented in accordance with the
requirements of the RFA.
3.3
Permits for the lighting of fires in the open are issued on the prescribed fire
permit forms in accordance with the requirements of the RFA.
Please note
Providers must be accredited by NZQA, or an inter-institutional body with delegated
authority for quality assurance, before they can report credits from assessment against
unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by NZQA before they can register
credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
