Transition Arrangements
This qualification has been reviewed and replaced by New Zealand Certificate in Health
and Wellbeing (Social and Community Services) (Level 4) with strands in Community
Facilitation, Community Health Work, Mental Health and Addiction Support, and Social
Services [Ref: 2992].
The last date for entry into programmes leading to this qualification is 31 December 2017.
The last date for assessment of this qualification is 31 December 2019 when the
qualification will be discontinued.
People currently working towards this qualification may either complete the requirements
by 31 December 2019 or transfer their results to the replacement qualification.

Purpose
The National Certificate in Employment Support (Level 4) [Ref: 1173] is an entry level
qualification for people who provide or wish to provide employment support services. They
may work in employment support service settings, or provide employment support as part
of their work in government departments, or community support, human service, mental
health, or social service settings.
People awarded this qualification are able to provide employment support with a diverse
range of people, who may include disabled people, mental health consumers/tangata whai
ora, and others who are disadvantaged in the labour market for a variety of reasons.
People awarded this qualification are able to describe aspects of living in a disabling
society. They can demonstrate communication skills and describe ways to provide
employment support and related services for diverse service user groups. They are able
to participate in and contribute to career planning; job development; and workplace training
and ongoing employment support. They work within the framework of Te Tiriti o Waitangi,
ethics, and relevant legislation. They will work under the supervision of a qualified
practitioner.
The elective section of the qualification enables people to tailor their qualification to the
context in which they work, by adding other unit standards from relevant Subfields on the
Directory of Assessment Standards.
This qualification can lead on to the National Diploma in Employment Support (Level 6)
[Ref: 1040], as well as other human services, mental health, and social services
qualifications.

Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the

Version 2
Version 2 was issued in order to maintain achievability as many of the unit standards that
were previously available in the elective section have had their classification changed.
Version 2 provides access to standards intended to be available in version 1 but which had
become unavailable due to their reclassification into domains within the subfield Health,
Disability, and Aged Support.
Changes to structure and content
 The subfield Health, Disability, and Aged Support has been added to the elective
section.
 The level and title of standard 15309 were updated following review.

People currently working towards version 1 can either complete that version or transfer
their results to version 2.
It is anticipated that no existing trainees will be disadvantaged by these transition
arrangements. Any person who feels that he or she has been disadvantaged by these

Assurance Body before they can register credits from assessment against standards. Organisation with
