Explanatory notes 1 This unit standard is intended for, but not restricted to, workplace assessment. The range statements across the unit standard can be applied according to industry specific equipment, procedures, and processes. 2 Safety of personnel and plant must be a priority throughout the assessment. If the safety requirements are not met the assessment must stop. 3 Performance and work practices in relation to the outcomes and evidence requirements must comply with all current legislation, especially the Electricity Act 1992, and any regulations and codes of practice recognised under that statute; the Health and Safety in Employment Act 1992; and the Resource Management Act 1991. Electricity supply industry codes of practice and documented industry procedures include the current version of the Safety Manual – Electricity Industry (SM-EI) (Wellington: Electricity Engineers’ Association). Electricity Supply Industry Training Organisation SSB Code 101813 New Zealand Qualifications Authority 2016 NZQA registered unit standard 20093 version 4 Page 2 of 4 5 Industry requirements include all industry and workplace documented policies, procedures, specifications, and business and quality management relevant to the workplace where assessment is carried out. 6 The following term and abbreviation relates to this unit standard: SCADA – Supervisory Control and Data Acquisition system, a computer system that is used to operate equipment and monitor the performance of the electrical power system and/or network, gather data for analytical purposes, and generally assist the operation and delivery of electrical network functions concerning the supply of electricity to customers. Outcomes and evidence requirements Outcome 1 Plan and develop an operating sequence in the electricity supply industry. Evidence requirements 1.1 The purpose and reasons for an operating sequence are described in terms of switchgear operation, proof of de-energised equipment, security and safety measures. 1.2 The situations when an operating sequence is not required are described. 1.3 Operating sequence is planned in terms of industry liaison, communication, and system requirements. Range 1.4 may include but is not limited to – liaison with other affected parties, current configuration of the power system, continuity of voltage supply for protection and metering, communication, SCADA or control requirements, liaison with the intended recipient for isolation and earthing of equipment, changes which may affect the operation of equipment, commissioning requirements, reconfiguring of the power system required before removing equipment from service or after equipment is returned to service, objective can be met with the minimum number of actions. Operating sequence is compiled and documented. Range includes but is not limited to – clearly stated objective of the operating sequence and legibly written, enterprise approved abbreviations and terminology are used, operating sequences are compiled in an instruction form, separate line is used for each action, end of the operating sequence is clearly indicated. Range Outcome 2 Action an operating sequence in the electricity supply industry. Evidence requirements 2.1 Equipment to be operated is positively identified. 2.2 Equipment is operated in accordance with planned sequence. 2.3 Operating actions are recorded on operating sequence. 2.4 Ongoing liaison and communication requirements with affected parties are maintained. Outcome 3 Report operating sequence actions. Range may include but is not limited to – operating log, service report, work report, quality records, station operation log, flagging sheets operating sequence. Evidence requirements 3.1 Recorded information is complete, concise, and legible. 3.2 Information is recorded in the required format and filed in the correct location.
