Purpose
People credited with this unit standard are able to: demonstrate
knowledge of the requirements to hold an access permit for
work on high voltage lines, cables and equipment; describe the
requirements to request and return an access permit for work
on high voltage lines, cables and equipment; and demonstrate
recipient requirements to accept and return a permit for work
on high voltage lines, cables and equipment in accordance with
industry requirements.

Explanatory notes

This unit standard is intended for, but not restricted to off job assessment. The range
statements within the unit standard can be applied according to enterprise specific
equipment, procedures and processes.

Safety of personnel and plant must be a priority throughout the assessment. If the
safety requirements are not met the assessment must stop.

Performance and work practices in relation to the outcomes and evidence
requirements must comply with all current legislation, especially the Electricity Act
1992 and any subsequent amendments, and any regulations, codes of practice
recognised under that statute, Health and Safety in Employment Act 1992, the
Resource Management Act 1991, and their subsequent amendments, electricity
supply industry codes of practice and documented enterprise procedures. These
include, Safety Manual – Electricity Industry (SM-EI) (2004) Wellington: Electricity
Engineers’ Association.

Definitions
Industry requirements include all asset owner requirements; manufacturers’
specifications; and enterprise requirements which cover the documented workplace
policies, procedures, specifications, business, and quality management requirements
relevant to the workplace in which assessment is carried out.
Asset owner refers to the owner of an electricity supply network that takes its point of
supply from Transpower NZ, and delivers electricity to industrial, commercial and
residential customers.
Asset owner standards are the approved documented work site methods for carrying
out work on an electrical supply network to the standard required by the asset owner.

This unit standard is intended for use in the assessment of Distribution and
Transmission Line Mechanics, Cable Jointers and Substation maintainers and all
terminology should be related to that sector of the industry.

The scope of this unit standard includes but is not limited to: restricted high voltage
areas (exceeding 1000 volts) located within the electrical industry.

Assessments for this unit standard may be conducted in a simulated electricity
supply workplace environment.

Outcome 1
Demonstrate knowledge of the requirements to hold an access permit for work on high
voltage lines.
Evidence requirements
1.1
Industry wide access permit types are described in terms of access and test
permits.
1.2
The permit recipient’s responsibilities are described in terms of personnel safety
on high voltage lines.
Range
1.3

member’s compliance with permits.

before work can commence.

service, equipment being erected, and equipment being
dismantled;
evidence of two is required.
2.2
Consultation requirements are described in terms of reasonable notice, work
description, identification of safety measures.
2.3
The requirements for boundary marking and notices are described.
Range
may include but is not limited to – placement and removal of
permit rope, defined points of entry, control of defined entry points,
permit rope crossing, notices – display for access permit, display
for test permit, barrier notices near live equipment;
evidence of three is required.
Outcome 3
Demonstrate knowledge of the responsibilities of recipients returning access permits for
high voltage lines.

3.1
The description outlines the recipient confirmation responsibilities if all the work
is complete in accordance with the SM-EI.

able to personally return the permit in accordance with the SM-EI.
