Explanatory notes 1 This unit standard is intended for, but not restricted to, workplace assessment. The range statements within the unit standard can be applied according to enterprise specific equipment, procedures and processes. 2 Safety of personnel and plant must be a priority throughout the assessment. If the safety requirements are not met, the assessment must stop and the candidate will be assessed as not yet competent. 3 Performance and work practices in relation to the outcomes and evidence requirements must comply with all current legislation, especially the Electricity Act 1992 and any subsequent amendments, and any regulations, codes of practice recognised under that statute, Health and Safety in Employment Act 1992, the Resource Management Act 1991, and their subsequent amendments, electricity supply industry codes of practice and documented enterprise procedures. Asset owner refers to the owner of an electricity supply network that takes its point of supply from Transpower NZ, and delivers electricity to industrial, commercial and residential customers. Asset owner standards are the approved documented work site methods for carrying out work on an electrical supply network to the standard required by the asset owner. 6 This unit standard is intended for use in the assessment of Distribution and Transmission Line Mechanics and all terminology should be related to that sector of the industry. 7 Assessment of practical skills against the outcomes in this standard requires three practical observations from three different workplace activities. Outcomes and evidence requirements Outcome 1 Carry out pre-climbing safety checks on electricity network structures. Range hardware, pole, ground, clearances. .Evidence requirements 1.1 Structure is inspected. 1.2 Clearances are inspected. 1.3 Hardware is inspected. 1.4 Hazards are identified, controlled, and recorded. Outcome 2 Select electricity network structure climbing equipment. Evidence requirements 2.1 Equipment is selected for purpose. 2.2 Equipment is inspected for compliance. 2.3 Equipment defects are reported. Evidence requirements 3.1 Climbing equipment is erected and secured. 3.2 Structures are climbed and minimum approach distances maintained. 3.3 Personal safety equipment is secured to structure. 3.4 Alternative working positions are adopted. Outcome 4 Carry out work on electricity network structures. Range new work and/or maintenance. Evidence requirements 4.1 Safe working practices are maintained. 4.2 Work is completed. includes but is not limited to – handling tools and equipment, lowering tools and equipment, raising tools and equipment. Range 4.3 Climbing equipment is removed from structure.
