Explanatory notes 1 Definitions Processing plants include all factories and workplaces where people are involved in chemical handling work. Organisational requirements refer to instructions to staff on policy and procedures which are documented in memo and/or manual format and are available in the workplace. These inlcude but are not limited to site-specific and company standard operating procedures (SOPs), occupational health and safety policies, and quality management requirements. 2 Legislation relevant to this unit standard includes, but is not limited to – Health and Safety in Employment Act 1992; Health and Safety in Employment Regulations 1995; Resource Management Act 1991; Hazardous Substances and New Organisms (HSNO) Act 1996; Hazardous Substances (Classification) Regulations 2001; Hazardous Substances (Disposal) Regulations 2001; Hazardous Substances (Classes 1 to 5 Controls) Regulations 2001; Hazardous Substances (Classes 6, 8, and 9 Controls) Regulations 2001; and Hazardous Substances (Tracking) Regulations 2001. 3 Procedures, safety systems, and storage systems must be in accordance with organisational, licensing, and legislative requirements, industrial awards and agreements. Range may include but is not limited to – detergents, sanitisers, fumigants, solvents, acids, alkalis, water treatment chemicals, fuels, refigerants. Evidence requirements 1.1 Chemicals are identified in terms of chemical, brand names, type, characteristics, and uses. 1.2 Sources of information and means of identification of chemicals are identified in terms of labels and reference materials. Range may include but is not limited to – safety data sheets, labels, manuals, product information sheets, danger symbols, United Nations Committee of Experts on the Transportation of Dangerous Goods number, Hazardous Substances and New Organisms (HSNO) classification. Outcome 2 Demonstrate knowledge of hazards associated with use of chemicals in dairy manufacturing. Evidence requirements 2.1 Hazards associated with the use of chemicals are described in terms of potential chemical reactions and damage to property and/or the environment. Range 2.2 Hazards associated with chemical use are described in terms of potential adverse personal injuries. Range 2.3 may include but are not limited to – explosion, combustion, oxidation, eco-toxicity, corrosion, exposure limits. potential adverse effects to humans may inlcude but are not limited to – physical injury, burns (internal and external), poisoning (acute and chronic), dermatitis, allergic reactions, exposure limits. Hazards associated with the use of chemicals are identified in terms of the means by which they can enter living organisms. Range may include but is not limited to – ingestion, inhalation, absorption. Evidence requirements 3.1 Safe handling procedures for chemicals are described in accordance with legislative and organisational requirements. Range 3.2 Procedures for handling emergency and/or potentially dangerous situations are described in accordance with legislative and organisational requirements. Range 3.3 safe handiling procedures may include but are not limited to – issue, transport, dilution, mixing, HSNO controls. emergency and/or potentially dangerous situations may include but are not limited to – spills, leaks, fire, explosion, personal injury, gas release, chemicals; evidence is required for at least four emergency and/or potentially dangerous situations. Accident and incident reporting procedures are described in accordance with legislative and organisational requirements. Outcome 4 Demonstrate knowledge of personal safety systems for handling chemicals in the dairy industry. Evidence requirements 4.1 Personal protective equipment used for the handling of chemicals is identified in accordance with legislative and organisational requirements. Range 4.2 Emergency response systems are described in terms of their application. Range 4.3 may include but is not limited to – eye protection, foot protection, hand protection, clothing, face shields, breathing equipment. may include but is not limited to – emergency response procedures, first aid stations, eye wash stations, safety showers, fire-fighting equipment. Alarm signals and appropriate responses are identified in accordance with legislative and organisational requirements. Range alarm signals and appropriate responses may include but are not limited to – fire, general evacuation, all clear. Evidence requirements 5.1 Storage systems, processes, procedures, documentation, and correct use of equipment relating to storage of chemicals are identified in accordance with legislative and organisational requirements. Range 5.2 Special environmental conditions for the storage of chemicals are described in accordance with legislative and organisational requirements. Range 5.3 includes but is not limited to – HSNO control requirements. may include but is not limited to – temperature, bunding, ventilation, storage vessel material, security, humidity, compatibility of chemicals. Disposal systems, processes, procedures, documentation and correct use of equipment relating to disposal of chemicals are identified in accordance with legislative and organisational requirements. Range includes but is not limited to – HSNO control requirements. Outcome 6 Demonstrate knowledge of legislative and organisational requirements for the handling of chemicals in the dairy industry. Evidence requirements 6.1 Obligations and liabilities for both individuals and organisations in the handling of chemicals are described in accordance with legislative and organisational requirements. 6.2 Specific responsibilities of Test Certifiers and Approved Handlers are described in accordance with HSNO legislation and/or regulations and/or codes of practice. This unit standard is expiring. Assessment against the standard must take place by the last date for assessment set out below.
