Evidence requirements 1.1 The purpose and principles of an SMS are described in accordance with industry standards and texts. 1.2 The role and function of the elements of an SMS are described in accordance with industry standards and texts. Range must include but is not limited to – management commitment, safety accountabilities, coordination of emergency response planning, SMS documentation, hazard identification, risk management, safety assurance, safety training, safety education, safety communication. 1.3 The integrated nature of the elements of an SMS within an organisation is explained in accordance with industry standards and texts. 1.4 The function of cultural development in order to implement an SMS is described in accordance with industry standards and texts. Outcome 2 Demonstrate knowledge of an SMS implementation plan in an aviation organisation. Evidence requirements 2.1 The phases of implementation of the SMS are identified and described in accordance with industry standards and texts. 2.2 The requirements for the implementation of the SMS are identified using a gap analysis. 2.3 The SMS implementation plan is described in terms of its purpose, contents, format, and scope, in accordance with industry standards and texts. Outcome 3 Develop the SMS implementation guidelines in an aviation organisation. Evidence requirements 3.1 The standard for measuring the SMS implementation is determined in accordance with industry standards and texts. New Zealand Qualifications Authority 2016 NZQA registered unit standard 27048 version 1 Page 3 of 4 3.2 The implementation objectives and context are identified and utilised when developing the SMS implementation guidelines. 3.3 The intended audience for the implementation guidelines is determined, and the structure, language style, format, and content of the guidelines are determined, in accordance with industry standards and texts. 3.4 SMS specialists are identified and consulted with to advise on the planning and implementation of an SMS in accordance with industry standards. 3.5 Guidelines are developed to take into account the size and complexity of the operation and organisation undertaking the implementation in accordance with industry standards and texts. 3.6 Guidelines are submitted, and additional guidance or response to feedback is provided, in accordance with industry standards and texts. Outcome 4 Advise on the use of the SMS implementation plan in an aviation organisation. Evidence requirements 4.1 The SMS implementation plan is recommended for endorsement by the Board and an Accountable Executive in accordance with organisational policies and procedures. 4.2 Provide advice on the use of the SMS implementation plan and its implementation, using plain English language, in accordance with industry standards and texts. 4.3 A system to monitor the status and performance, and to mitigate any substandard performance, of the SMS implementation plan is established in accordance with industry standards and texts. 4.4 Following completion of the SMS implementation plan, its implementation is evaluated against the implementation objectives and the implementation plan in accordance with industry standards and texts.
