Existing candidates may complete the requirements of this qualification or transfer their
results to the replacement New Zealand qualification.
The last date for entry into programmes leading to the award of this qualification is 31
December 2016.

Purpose
The National Certificate in Employment Relations (Union Representation) (Level 2)
[Ref: 1261] recognises the competence of people who fill a union representative role in a
workplace. It is intended for all such role-holders in all workplaces, and for people who are
preparing for such a role. People who are awarded the National Certificate in Employment
Relations (Union Representation) (Level 2) [Ref: 1261] are able to:








Describe the roles of trade union representatives in the workplace.
Identify and describe how workplace issues are used in workplace organising.
Sign up union members.
Identify the employment rights of employees.
Describe the elected positions and structure of a union.
Describe the concept of good faith as applied in the workplace.
Demonstrate knowledge of a collective employment agreement.
Demonstrate knowledge of diversity issues in workplace relationships.
In addition, each person will select from the specified unit standards those which are
relevant to the needs of the workplace where they are or are preparing to be a union
representative.

Requirements for Award of Qualification
Award of NZQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications
Authority (NZQA) website: http://www.nzqa.govt.nz/qualifications-standards/standards/standards-exclusionlist/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Version 2 was created to allow programmes to include unit standards in the domain
Employment Relations, including some that had previously been re-registered from the
expiring domain Workplace Relations, in the elective section. The qualification was not
achievable otherwise.
Candidates may continue working towards version 1 or may switch to version 2 of this
qualification.

This qualification contains a standard that replaces an earlier standard. For the purposes
of this qualification, people who have gained credit for the expired standard are exempt
from the requirement to gain credit for the replacement standard – see table below.

Providers and Industry Training Organisations must be granted consent to assess by a recognised Quality
Assurance Body before they can register credits from assessment against standards. Organisation with
consent to assess and Industry Training Organisations assessing against standards must engage with the
moderation system that applies to those standards. Consent to assess requirements and the moderation
