This unit standard is for managers who typically have team
leaders/managers reporting to them and who are likely to have
responsibility for leading direct reports and their teams, to
contribute to the organisation.
People credited with this unit standard are able to, in relation to
enhancing employee learning and development: develop a
workplace strategy; promote a supportive environment;
manage the processes for determining needs; monitor the
implementation of the delivery processes; facilitate feedback on
effectiveness of processes and outcomes; and evaluate
feedback on effectiveness of outcomes.

1
Legislation relevant to this unit standard includes but is not limited to: Employment
Relations Act 2000, Health and Safety in Employment Act 1992, Privacy Act 1993,
and any other legislation relating to the organisation or its operations.

Organisation refers to a specific business entity which may be – profit or non-profit; in
private, public, or voluntary sectors; a business unit, iwi, or other special-purpose body.

This unit standard builds on Unit 18337, Plan, organise, and evaluate training and
development activities for a workplace team, and Unit 19022, Manage human
resources as a manager in a business operation.

People will be assessed against this unit standard on the basis of evidence of
demonstrated and repeatable performance in the workplace.

Outcomes and evidence requirements
Outcome 1
Develop a workplace strategy for managing delivery processes for learning and
development for individuals and teams.
Range
strategy may include but is not limited to – formal written plan, key performance
indicators (KPIs), policies and procedures, monitoring methods.
Evidence requirements
1.1
Strategy ensures that delivery processes require learning and development
plans established with individuals and teams to align with business and
resource requirements.
1.2
Delivery processes ensure that individuals and teams are clear about any gap
between their current performance and agreed outcomes.
1.3
Strategy specifies how development will be implemented, monitored, and
reviewed, and identifies intended benefits for individual and team performance.
Outcome 2
Promote a supportive environment for workplace learning and development.
Evidence requirements
2.1
Factors which contribute to developing a supportive learning environment are
identified and agreed with individuals and team.
2.2
Individuals and teams are encouraged to take responsibility for their own
learning and to identify development needs.
2.3
Cultural and diversity requirements are identified, evaluated, and promoted in
terms of their impact on the learning environment.
Outcome 3
Manage the processes for determining workplace learning and development needs.
Evidence requirements
3.1
Processes ensure that organisational requirements are identified to establish
individual and team performance requirements.
3.2
Processes ensure that individuals and teams are consulted to determine
options for learning and development.
Outcome 4
Monitor the implementation of the delivery processes for learning and development plans.

Evidence requirements
4.1
Learning and development activities are monitored to determine whether they
are meeting organisational and individual requirements.
4.2
Where identified requirements are not being met, remedial action is initiated.
4.3
Changes made to the delivery processes are communicated promptly to those
concerned, in accordance with organisational requirements.
Outcome 5
Facilitate feedback from team members on effectiveness of workplace learning and
development processes implemented.
Evidence requirements
5.1
Team members are encouraged to provide feedback that is factual and concise,
and that is provided in a manner, place, and time appropriate to the individual or
team and other organisational stakeholders.
Range
an appropriate manner recognises diversity and cultural
differences.
5.2
Opportunities are provided for individuals and teams to comment on
effectiveness of learning and development processes.
5.3
Details of action to be taken as a result of the feedback are timely, specific, and
accurate and comply with organisational policies and procedures.
Outcome 6
Evaluate feedback on effectiveness of workplace learning and development outcomes.
Evidence requirements
6.1
Learning and development plans are evaluated to assess whether they have
met business and resource requirements.
6.2
Evaluation of learning and development activity identifies whether resulting
performance meets required/agreed outcomes.
