Board Policy 1.20
Policy 1.20 Chancellor Selection
The following process will be followed by the Governing Board to select and hire a new
Chancellor:
A. The Board President shall appoint a Hiring Committee (HC) composed of members
of the Governing Board.
B. The HC will call for the development of a Request for Proposal (RFP) to identify
potential search agencies to conduct a nationwide search.
C. The Governing Board will be called upon to approve the RFP.
D. The HC will review the proposals and make a recommendation to the Governing
Board for the selection of a search agency.
E. The HC will establish four committees to independently screen and evaluate the
applications and rank them as candidates for formal interview. The committees will
consist of the following:
a. An Internal Committee composed of the Vice Chancellor of Educational
Services, the Vice Chancellor of General Support Services, the Vice Chancellor
of Human Resources, all four college presidents, the President of the District
Academic Senate, the President of the Classified Senate, the President of the
Peralta Federation of Teachers, a representative of local 1021, and the two
Student Trustees.
b. A Citizen’s Committee composed of a seven representatives that are resident
within our Service Area, one to be nominated by each of the members of the
Governing Board.
c. A Professional Committee composed of the President of the California State
University, East Bay; the Chancellors of City College of San Francisco, Contra
Costa CCD, and Chabot-Los Positas CCD; and the Superintendent of each of
the K-12 Districts in our Service Area.
d. A Governmental Committee composed of the Mayor/Council President of
the cities of Oakland, Berkeley, Alameda, Piedmont, Albany and Emeryville.
F. The HC will provide all of the data received from the four committees to the
Governing Board and will recommend five candidates to be interviewed. The
identified candidates will be interviewed independently by each of the four
committees and a graded ranking submitted to the Board.
G. The Governing Board will then pursue the final elements of the selection process,
which may include an interview of some or all of the five candidates.
