Peralta Community College District Governing Board Redistricting Committee MEETING MINUTES Tuesday, June 1, 2010 3:30 - 4:30 p.m. District Boardroom COMMITTEE MEMBERS Dr. William Riley, Chair Marcie Hodge, Member Nicky González Yuen, Member Abel Guillén, Alternate Meeting Materials will be posted on the Peralta Website: http://peralta.edu/apps/docs.asp?Q=1738 1. Call To Order a. Roll Call: Trustees Riley and González Yuen, and General Counsel, Thuy Nguyen. 2. Approval of Agenda APPROVED 3. New Business a. Timeline and Process for Redistricting Considerations, including RFP or RFQ for consultant. A competitive bid process will be used to select the redistricting consultant. The committee can decide whether to make this process politically easier or harder. Trustee Yuen mentioned that voter turn-out in the seven districts varies. Trustee Riley feels voter turn-out isn’t a critical criteria, since the districts are equally populated. It will be interesting to see where growth has been in the last ten years, and the shift in the districts. Trustee Yuen wants the South-end of his district to cut straight across Alcatraz, and would like to be able to also represent a small part of Oakland. Possible other considerations could include hill and flatland areas, and racial balancing. Trustee Riley shared that examining the critical factors ten years ago was not a difficult process, and that the consultant interviewed each Trustee. Anyone with expertise in the field can be recruited, and a contract price can be negotiated. It was suggested that the committee initially seek RFQs and review qualifications. The committee would like for the RFQ deadline to be June 30th, with time for them to then review all of the applications. This committee can rank the paperwork of the screened applications at the next meeting. Multiple top-ranking firms can make their presentation to the committee first.
