Call To Order
a. Roll Call: Trustees Riley and González Yuen, and General Counsel,
Thuy Nguyen.

New Business
a. Timeline and Process for Redistricting Considerations, including
RFP or RFQ for consultant.
A competitive bid process will be used to select the redistricting consultant. The
committee can decide whether to make this process politically easier or harder.
Trustee Yuen mentioned that voter turn-out in the seven districts varies. Trustee
Riley feels voter turn-out isn’t a critical criteria, since the districts are equally
populated. It will be interesting to see where growth has been in the last ten years,
and the shift in the districts. Trustee Yuen wants the South-end of his district to cut
straight across Alcatraz, and would like to be able to also represent a small part of
Oakland. Possible other considerations could include hill and flatland areas, and
racial balancing. Trustee Riley shared that examining the critical factors ten years
ago was not a difficult process, and that the consultant interviewed each Trustee.
Anyone with expertise in the field can be recruited, and a contract price can be
negotiated. It was suggested that the committee initially seek RFQs and review
qualifications. The committee would like for the RFQ deadline to be June 30th, with
time for them to then review all of the applications. This committee can rank the
paperwork of the screened applications at the next meeting. Multiple top-ranking
firms can make their presentation to the committee first. The top qualified firms

could then be invited to submit a RFP and make a Board meeting presentation on
July 20th, the last Board meeting of the summer.

a. Review RFQs, Hear screened firm presentations, Select firms to
submit a RFP and Board presentation.
b. Tuesday, July 6th, District Boardroom 1:30 – 3 p.m.
