Topics for review:
(1) Communication between and among PBIM committees is crucial and this needs
to be stressed continuously. Further, communication of the work and actions of
the committees to and at the four colleges is likewise crucial. There is a need to
find additional and new ways to increase communication especially at the
colleges. (What is the process for reporting back to the colleges the work and
actions of the PBIM committees?)
(2) Using a data-informed approach to decision making is fundamental.
(3) It is important to set committee agendas in a reasonable amount of time prior to
the meeting and to distribute the agendas district-wide. Communication is
crucial.
(4) In terms of the role of committee members, members should be reminded that
they do not solely represent their college or their district service center, nor
should they support one specific position. Rather committee members should
represent what is best for the district (have a district perspective) in our effort to
provide a quality education for our students.
(5) It is important to annually review the role of the committee co-chairs, facilitator,
and recorder. There should be discussion of who should be involved in setting
committee agendas.
(6) All committees are of equal value and importance in the planning and budgeting
process.
(7) The Planning and Budgeting Integration process is not intended to pit colleges
against one another nor to pit district service centers against the colleges or each
other.
(8) There should be a method to update the entire PCCD community on the PBIM
process and how it works. Further, there needs to be a review of what the
connection is between college committees and district committees.
(9) Provide the entire PCCD community a copy of the annual budget development
calendar and the end-of-year budget closing instructions.
(10)
All planning processes should be reviewed at the appropriate PBIM
committee. Thus even district hiring, district budgeting, and other district
planning needs should be reviewed at the appropriate PBIM committee.
(11)
There should be a “Year End Report” on all recommendations forwarded
to the Chancellor through the PBIM process and a report on the action taken on
those recommendations.
(12)
Attendance of voting members at committee meetings is crucial. Voting
members who know they cannot attend all meetings should consider allowing
themselves to be replaced.
(13)
Each PBIM committee should set annual goals. Each PBIM committee
should provide a “Year End Report” on whether the goals were accomplished
and the results.
(14)
With the move to the new state Scorecard (State Chancellor’s Office), it
would be important to review the student success data provided for the Peralta
colleges.
(15)
Need to evaluate the current process for prioritizing one time funding for
facilities and technology.
