This qualification has been reviewed. The last date to meet the requirements is 31

Transition Arrangements
This qualification has been reviewed and replaced by the New Zealand Certificate in Wood
Panel Manufacturing (Level 3) with strands in Composite Panel Finishing; Laminated
Veneer Lumber (LVL) and Plywood; Overlay Bonding; and Veneer Preparation [Ref: 2406]
and the New Zealand Certificate in Composite Wood Panel Manufacturing (Level 4)
[Ref: 2407].
People currently working towards Ref: 1309 may complete the qualification by
31 December 2018 or transfer their results to the replacement New Zealand qualifications.
The last date for enrolments into Ref: 1309 is 31 December 2015. The last date for
assessments to take place for this qualification is 31 December 2018.
People wishing to complete Ref: 1309 with the Laminated Veneer Lumber (LVL) and
Plywood Operations Strand will need to gain credit for expiring standard 20768 by
30 December 2015 when it expires.
It is recommended that candidates currently enrolled in the replaced qualification that will
be unable to complete the qualification by the 31 December 2018 transfer to the New
Zealand Certificates listed above.

It is anticipated that no existing candidates will be disadvantaged by these transition
arrangements. However, anyone who feels that they have been disadvantaged may
appeal to Competenz at the address below. Appeals will be considered on a case-by-case

Purpose
This qualification recognises the skills and knowledge required of operators in the wood
panels industries. The Core sections of this qualification ensure that operators understand
organisational structures and business terminology, have knowledge of process and
environmental interrelationships and process control techniques, can enhance workplace
safety and performance, and can participate in the investigation of production issues.
The Core sections of this qualification share a significant number of credits with the
National Certificate in Wood Handling and Distribution (Level 3) with strands in Log Yard
and Wood Preparation, and Timber Yarding and Despatch [Ref: 1308]. The Core
Compulsory section ensures that operators understand environmental issues,
measurement, efficiency, and productivity improvement required for all employees in wood
manufacturing and wood handling operations. The Core Elective section provides
operators with options in knowledge of health and safety requirements and assessing for
workplace hazards. Holders of this qualification will be working alongside holders of the
qualification listed above and will need these common core competencies.
The qualification’s strands recognise the competencies required to work in a range of
operational roles in:
 the preparation, manufacturing, and finishing of composite wood panels
 the preparation, manufacturing, and finishing of laminated veneer lumber and plywood
 the preparation and operation of overlay bonding plant
 the preparation and manufacturing of veneer.
This qualification follows on from the National Certificate in Wood Manufacturing
Foundation Skills (Wood Panels) (Level 2) [Ref: 1691].
Graduates of this qualification may pathway onto the National Certificate in Wood Fibre
Manufacturing (Wood Panels) (Level 4) with strands in Composite Panel Manufacturing,
Overlay Bonding, and Laminated Veneer Lumber (LVL) and Plywood Manufacturing
[Ref: 1310].

Replacement Information
This qualification replaced the National Certificate in Pulp and Paper Manufacturing
(Level 3) [Ref: 0238]; and part of the National Certificate in Wood Panels Manufacturing
(Level 4) [Ref: 0254].
Special Notes
It is recommended that before commencing this qualification, candidates hold the National
Certificate in Wood Manufacturing Foundation Skills (Wood Panels) (Level 2) [Ref: 1691].
It is also recommended that candidates hold a current first aid certificate or are credited
with the following first aid standards – Unit 26551, Provide first aid for life threatening
conditions; Unit 26552, Demonstrate knowledge of common first aid conditions and how to
respond to them.

Version 4 was issued following review to include the Laminated Veneer Lumber (LVL) and
Plywood Operations Strand and Veneer Preparation Strand and to remove standard
22971 from the core compulsory section. The Laminated Veneer Lumber (LVL) and
Plywood Operations Strand and Veneer Preparation Strands were moved from the
National Certificate in Solid Wood Manufacturing (Level 3) with strands in Engineered
Wood Product Operations, Planer Operations, Pole and Post Operations, Sawmilling
Operations, Timber Drying Operations, Timber Grading, and Timber Treatment Operations
[Ref: 1306].
Changes to structure and content
 The Laminated Veneer Lumber (LVL) and Plywood Operations Strand and the Veneer
Preparation Strand were added to the qualification and the title was updated
accordingly.
 Overall credit total for the qualification was reduced from 74-84 credits to 64-79 credits.
 Standard 22971 was removed from the Core Compulsory section.
 Standard titles, levels, and credits were updated to reflect changes made when they
were reviewed.

People working towards the Laminated Veneer Lumber (LVL) and Plywood Operations
and Veneer Preparation strands in the replaced National Certificate in Solid Wood
Manufacturing (Level 3) [Ref: 1306] may either complete the requirements of that
qualification by 31 December 2014 or transfer their results to this qualification.
People who are considering transition from version 2 or 3 to version 4 of this qualification,
or to the National Certificate in Wood Fibre Manufacturing (Pulp and Paper) (Level 3) with
strands in Mechanical Pulping, Pulp and Paper Dry End, and Pulp and Paper Wet End
[Ref: 1572], or from the Laminated Veneer Lumber (LVL) and Plywood Operations and
Veneer Preparation strands in the replaced National Certificate in Solid Wood
Manufacturing (Level 3) [Ref: 1306], should contact their training provider or Competenz at
the address below for further advice.
This qualification contains standards that replace or have been substituted for earlier
standards. For the purposes of this qualification, people who have gained credit for the
expiring standards are exempt from the requirement to gain credit for the replacement
standards – see table below.

Previous versions of the qualification
Version 3 was issued following review to include the removal of the Mechanical Pulping
Operations, Pulp and Paper Dry End Operations, and Wet End Operations strands.
Changes to structure and content included: the Mechanical Pulping Operations, Pulp and
Paper Dry End Operations, and Wet End Operations strands were removed. The title was
amended to include the descriptor Wood Panels. Expiring standards 708, 710, 7067,
7069-7072, and 17044 were removed from the qualification.
Version 2 was issued following review to include the Overlay Bonding Operations Strand,
and to update the content of other strands. Changes to structure and content included:
standards 3054 and 3060 were added and standard 21484 was removed from the
Mechanical Pulping Operations Strand Elective. The compulsory for the Pulp and Paper
Dry End Operations Strand became Elective 1 and standard 17869 was added, and the
previous Elective was renamed Elective 2. Standard 17861 was added to Elective 1 of the
Pulp and Paper Wet End Operations Strand, standard 21484 was added to Elective 2, and
the minimum credit for Elective 2 of the strand was reduced from 30 to 20. Standard
23438 was removed from the Composite Panel Forming and Pressing Strand Elective.
Version 1 was issued to following a review of Competenz qualifications. This qualification
replaced the National Certificate in Pulp and Paper Manufacturing (Level 3) [Ref: 0238];
and part of the National Certificate in Wood Panels Manufacturing (Level 4) [Ref: 0254].
