Purpose
This qualification recognises the foundation skills and knowledge required of employees in
a range of solid wood manufacturing industries. The core compulsory section covers
industry foundation skills including an understanding of the health, safety, and
environmental risks associated with the workplace; the factors that affect performance in
the workplace; an introduction to workplace communication; workplace structures and
workplace organisation, and physical characteristics of wood.
The core compulsory section of this qualification shares unit standards in common with the
National Certificate in Wood Manufacturing Foundation Skills (Wood Panels) (Level 2)
[Ref: 1691] and the National Certificate in National Certificate in Wood Manufacturing
Foundation Skills (Wood Handling and Distribution) (Level 2) [Ref: 1692]. The core
compulsory section of these qualifications recognises skill and knowledge requirements
that are transferable across the different wood manufacturing sectors.
The qualification’s strands recognise the competencies required to work responsibly and
safely in entry level roles in a diverse range of the solid wood manufacturing industries
including:
 operating and maintaining a cross cut saw centre, and grading and wrapping for
defecting operations
 knowledge of wood product, wood quality and principles of finger jointing and
laminating, and operating stacking, feeding and sawing machinery used in finger jointing
and laminating operations
 grading, stacking and saw centre operation in pole, post and pile production and
knowledge of phytosanitary standards, log yarding, log making and chainsaw use for
pole, post and pile operations
 knowledge of saws, knives, grinding and sawmilling, and setting circular saws and
maintaining cutting tools used in saw doctoring
 knowledge of sawmilling principles, phytosanitary standards and timber grading, and
operating stacking systems and saw centre machinery, and stock processing in
sawmilling operations
 knowledge of wood preservation and drying, and storage and handling of timber and
chemicals used in timber drying and treatment operations
 knowledge of timber machining, wood product, wood quality, drying, and stacking,
wrapping and tallying timber for timber machining operations.
This qualification may lead on to the National Certificate in Solid Wood Manufacturing
(Level 3) with strands in Engineered Wood Product Operations; Planer Operations; Pole,

National Certificate in Wood Handling and Distribution (Level 3) with strands in Log Yard
and Wood Preparation, and Timber Yarding and Despatch [Ref: 1308]; depending on the
wood manufacturing operations that candidates are engaged in.
Replacement Information
This qualification, the National Certificate in Wood Manufacturing Foundation Skills (Wood
Panels) (Level 2) [Ref: 1691] and the National Certificate in Wood Manufacturing
Foundation Skills (Wood Handling and Distribution) (Level 2) [Ref: 1692], replaced the
National Certificate in Wood Manufacturing Foundation Skills (Level 2) with strands in
Solid Wood Manufacturing, Sliced Veneer Operations, Technical Awareness, Wood
Handling and Distribution, Wood Panel Manufacturing, and Wood Product Manufacturing
[Ref: 1305].
Special Notes
It is recommended that candidates hold a current first aid certificate or are credited with
the following first aid standards – Unit 26551, Provide first aid for life threatening
conditions; and Unit 26552, Demonstrate knowledge of common first aid conditions and
how to respond to them.

Requirements for Award of Qualification
Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications
Authority (NZQA) website: http://www.nzqa.govt.nz/qualifications-standards/standards/standards-exclusionlist/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Transition Arrangements
Version 1
Version 1 was issued following review of the National Certificate in Wood Manufacturing
Foundation Skills (Level 2) with strands in Solid Wood Manufacturing, Sliced Veneer
Operations, Technical Awareness, Wood Handling and Distribution, Wood Panel
Manufacturing, and Wood Product Manufacturing [Ref: 1305]. The review found that wood
fibre manufacturing qualifications should be separated from solid wood manufacturing
qualifications.
This qualification, the National Certificate in Wood Manufacturing Foundation Skills (Wood
Panels) (Level 2) [Ref: 1691] and the National Certificate in Wood Manufacturing
Foundation Skills (Wood Handling and Distribution) (Level 2) [Ref: 1692], replaced the
National Certificate in Wood Manufacturing Foundation Skills (Level 2) with strands in
Solid Wood Manufacturing, Sliced Veneer Operations, Technical Awareness, Wood
Handling and Distribution, Wood Panel Manufacturing, and Wood Product Manufacturing
[Ref: 1305].
There are substantial differences between the new and replaced qualifications.
For detailed information see Review Summaries on the NZQA website.
People currently working towards the Solid Wood Manufacturing or Wood Product
Manufacturing strands of the replaced qualification may either complete the requirements
for that qualification by 31 December 2014 or transfer their results to this qualification.

People currently working towards the Wood Panel Manufacturing strand of the replaced
qualification may either complete the requirements of that qualification by 31 December
2014 or transfer their results to the National Certificate in Wood Manufacturing Foundation
Skills (Wood Panels) (Level 2) [Ref: 1691].
People currently working towards the Wood Handling and Distribution strand of the
replaced qualification may either complete the requirements of that qualification by
31 December 2014 or transfer their results to the National Certificate in Wood
Manufacturing Foundation Skills (Wood Handling and Distribution) (Level 2) [Ref: 1692].
People currently working towards other strands of the replaced qualification may either
complete the requirements for that qualification by 31 December 2014 or transfer their
results to this qualification or one of the other replacement qualifications.
The last date for entry to programmes or courses for the replaced qualification is
31 December 2011. People who are considering transition should contact their training
provider or the Competenz at the address below for further advice.
This qualification contains standards that replace or substitute earlier standards. For the
purposes of this qualification, people who have gained credit for the earlier standards are
