The target group of kaitautoko will be experienced workers who typically carry a higher level of responsibility, such as team leader, and engage in more complex relationships with tangata whai ora and their whānau. Kaitautoko can be paid or volunteer community workers in a variety of settings within health and social services and may be known by a range of job titles that include: Community Health Worker; Community Support Worker; Community Well Child Health Worker; Kaiāwhina; Kaitiaki; Māori Community Health Worker; Plunket Community Karitane; or Plunket Kaiāwhina. Kaitautoko work in a collaborative and supportive manner in relationships with tangata whai ora and their whānau. The term 'tangata whai ora' literally means 'person/people seeking health'. Whilst it is in common usage within mental health services, the term is used in this qualification to refer to consumers or service users in any health or social service context in which kaitautoko are employed or work as volunteers. This qualification is designed to offer kaitautoko an opportunity to develop a higher level of competence in their field of practice. They will be able to implement programmes and projects to respond to community concerns, issues and needs; use counselling skills; facilitate conflict resolution; and identify, respond to, and report in situations of suspected abuse, neglect, or violence. They will also be able use te reo and waiata and apply knowledge of nga atua, whakapapa, and whanaungatanga in their work. They will work within a framework for practice informed by Te Tiriti o Waitangi, ethical standards, health standards, service specifications, and legislation. Given the wide range of workplaces in which kaitautoko are employed or work as volunteers, the qualification has an elective section to enable candidates to select unit standards that are particularly relevant to their own field of practice. Set A of the elective ensures kaitautoko have the opportunity to demonstrate competence in working within non-violence programmes that are primarily educational; or implementing protection plans with people who have had violence used against them, or safety plans with people who have used violence.
