The last date for entry into programmes leading to this replaced qualification is 31 December 2017. The last date for assessment of the qualification will be 31 December 2019, when the qualification will be discontinued. Candidates currently working towards this qualification may either complete the requirements by 31 December 2019, or transfer their results to the replacement qualification or to the New Zealand Certificate in Early Childhood and Care (Level 3) [Ref: 2849]. People should not be enrolled in programmes leading to the award of this qualification unless there is sufficient time available to them to complete the programme and be awarded the qualification before it is discontinued. It is intended that no existing learner be disadvantaged by these transition arrangements. The holder has demonstrated the generic knowledge, skills and attributes required of all early childhood education support staff. These areas include: early childhood education and care; educational theory and practice; and family, whānau, community and society. They have also demonstrated knowledge of the resources, language and protocols required to promote and maintain traditional practices and structures of a Pacific Island community. In addition they have assisted teachers and other staff to incorporate these within early childhood education programmes. The qualification focuses on the promotion of the culture, language, protocols and traditions of a Pacific Island to children in early childhood education settings, and can be achieved within either a Pacific Island, or a generic early childhood setting. The compulsory section of the qualification includes all of the requirements of the National Certificate in Early Childhood Education and Care (Level 3) [Ref: 0403]. This allows candidates to achieve both a generic early childhood qualification as well as specialising in the skills required for working with Pacific Island children. Unit standards from Pacific Island Early Childhood Education: Cultural Support are also included in the compulsory section. The elective section allows candidates to select the most appropriate unit standards for their particular role or Pacific Island context. This qualification may lead to: the National Certificate in Early Childhood Education and Care (Level 5) [Ref: 0430], the National Certificate in Pacific Islands Early Childhood Education (Pasifika Management) (Level 6) [Ref: 0982] or the National Diploma in Teaching (Early Childhood Education, Pasifika) (Level 7) [Ref: 0983]. Replacement Information This qualification replaced the National Certificate in Pacific Islands Early Childhood Education (Parent Helper) with strands in Cook Islands, Fiji, Niue, Samoa, and Tonga [Ref: 0636]. Entry will be provisional until police checks have been completed. Providers must be able to show records of provisional entry and the outcome of each police check. Please note this qualification does not enable the holder to be recognised as a teaching staff member in a chartered early childhood centre. Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. Changes to structure and content Levels, credits, and titles of standards were updated to reflect changes made following their review. The Elective section rule was amended as a result of the change to standards in the Compulsory section of the qualification. Standards 20407, 26707, 26708, 26709, 26712, 26715, 27145, and 27146 were added to reflect changes in the National Certificate in Early Childhood Education and Care (Level 3) [Ref: 0403] which is embedded in this qualification. Standards 6632, 10014, 10015, 10016, 10017, 10018, 10034, 10036, and 10038 were not included in version 2 of the qualification. Some of these standards were replaced or substituted as follows: Standard 6632 was substituted by standard 26712 Standards 10014 and 10017 were replaced by standard 26707 Standard 10016 was replaced by standard 26709 Standard 10038 was replaced by standard 27145. Reverse transition for standard 6632 was introduced for version 1 of the qualification to enable people enrolled in this version to complete it. For the purposes of this qualification, people who have gained credit for the earlier standards are exempt from the requirement to gain credit for the replacement or substitute standards – see table below. All new candidates will be enrolled in version 2 of the qualification. It is not intended that anyone be disadvantaged by this revision, and the above arrangements have been designed for a smooth transition. Reverse transition has been introduced for version 1 of this qualification to allow candidates wishing to complete this version to do so where they may not gain credit for standard 6632 which expires on 31 December 2012.
