Purpose
This qualification is designed to enable trainees/apprentices employed in the composites
sector of manufacturing to gain recognition for the relevant skills and knowledge required
by industry. People who have gained this qualification will be tradespeople composites
technicians capable of leading projects and working independently.
People awarded with this qualification are able to plan composite construction projects and
apply a range of skills to produce a variety of composite products using a variety of
different techniques to meet industry and/or customer standards and specifications.
The compulsory section covers skills and knowledge related to Engineering Drawing and
Design, Maintenance and Diagnostics in Mechanical Engineering, Boatbuilding, Industrial
Composites, Production Composites, and Manufacturing Processes.
Candidates can customise the elective choices according to their interest or workplace
specialisation. Elective A contains technical competencies while Elective B covers quality,
communication, and planning competencies.
This qualification shares a significant number of standards with, and builds on, the
National Certificate in Composites (Level 3) [Ref: 1157] and also shares a significant
number of standards with the National Certificate in Boatbuilding (Level 4) [Ref: 0877].
This qualification and Ref: 1157 provide structured and systematic skill pathways for an
area historically classed as process work. Technological advances in fibre reinforced
plastics have added new dimensions in terms of product application from a diverse range
spanning household, plastics and materials manufacturing and boatbuilding.

Requirements for Award of Qualification
Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications
Authority (NZQA) website: http://www.nzqa.govt.nz/qualifications-standards/standards/standards-exclusionlist/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Competenz standards. For the purposes of this qualification, people who have gained

People working towards version 5 of this qualification may either complete the
requirements of that version by 31 December 2016 or transfer their results to version 6.
Programmes leading to the award of version 6 of the qualification can start when the new
version is registered. All new candidates will be enrolled onto programmes leading to the
award of version 6 of this qualification.
It is not intended that anyone is disadvantaged by this revision. However, anyone who
feels they have been disadvantaged may appeal to the NZMACITO at the address below.
Previous versions of the qualification
Version 5 was issued following a full review.
Changes to structure and content included: Elective was renamed Elective A, which
covers technical competencies, and the Balance was replaced by Elective B, which covers
quality, communication and planning competencies; standards 2395, 2396, 2824, 4432,
4433, 4434, 6402, 9184, and 15848 removed from the Compulsory section; standards
2364, 2722, 2723, 2727, 2731, 3180, and 4795 removed from the Elective section;
standards 2397 and 3193 moved from the Compulsory to the Elective sections; standards
3162, 3173, 3182, 3183, and 3192 moved from the Elective to the Compulsory section;

Version 4 was issued following a revision and rollover of this qualification in order to
transfer responsibility for the qualification from Competenz to the Boating Industry Training
Organisation. There are no transition implications resulting from this change.
Version 3 was issued following a review of all of the standards in the (expired) Composites
domain. Changes to structure and content included: expired standard 1187 was removed
from the qualification; standards 9184 and 15848 added to the compulsory section to give
more emphasis to safety issues; and planning for a programme of study was enhanced by
the inclusion of a prerequisite diagram.
Version 2 was issued to make the qualification more flexible. Changes to structure and
content included: standards 3161, 3182, 3189, 3192, 3196, 3198, 4795, and 2364 were
transferred from the Compulsory to the Elective section; standard 1183 were removed
from the qualification; standard 6402 was added to the Compulsory section; and credit
total decreased from 242 to 185.

Quality Management Systems
Providers and Industry Training Organisations must be granted consent to assess by a recognised Quality
Assurance Body before they can register credits from assessment against standards. Organisation with
consent to assess and Industry Training Organisations assessing against standards must engage with the
moderation system that applies to those standards. Consent to assess requirements and the moderation
