Transition Arrangements
This qualification has been replaced by the New Zealand Certificate in Financial Services
(Level 4) with strands in Banking, Family/Personal Budgeting, and Insurance [Ref: 2247].
People currently working towards the replaced qualification may either complete the
requirements by 31 December 2017 or transfer to the replacement qualification
After 31 December 2015 all new trainees will be enrolled in programmes leading to the
replacement qualification.

Purpose
This certificate provides a nationally recognised qualification for people in the financial
services sector who are working or seeking work as a customer adviser or product adviser,
or in a technical or support role such as senior customer service representatives, working
with a qualified financial adviser.
To gain the qualification, candidates must demonstrate competence in both generic and
professional skills which are covered by compulsory and elective standards.
The compulsory skills and knowledge include principles of professional practice in a
financial services organisation.
Elective professional skills and knowledge may include:
 financial advice and financial planning;
 account management and administration;
 staff leadership and organisational skills;
 product research, development and sales; and
 knowledge of financial services products and services.
This national certificate may lead on to higher level non-NQF financial services
qualifications or higher level qualifications that ETITO plans to develop in the future.
Special Notes
The qualification includes standards that are based on the Australian (FNS04) Financial
Services training package. Full details of the Australian training packages can be
accessed at the Australian National Training Information Service website:
http://www.ntis.gov.au.
Any candidate intending to use this qualification to meet the requirements of Australian
FNS40107 Certificate IV in Financial Services, which forms a part of the FNS04 training
package, should discuss Australian recognition of prior learning processes and elective
choices with their training provider or ETITO. ETITO contact details are listed later in this
document under the heading Standard Setting Body.

Award of NZQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications

Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.
