1.1 Factors that advanced English literacy are identified.
Range factors may include but are not limited to – Christianity, schooling, trade, colonisation, legislation, Te Tiriti o Waitangi.

Range people may include but are not limited to
– Hongi Hika, Thomas
Kendall, Samuel Lee, missionaries, Wakefield, Waitangi
Signatories, Sir Apirana Ngata.
Evidence must include Sir Apirana Ngata and two others.
1.3 Government legislation and policy related to promoting English literacy is analysed in terms of the impact on Māori society.
Range evidence of at least two is required.
Outcome 2
Provide a summary for the decl ine of the Māori language.
Evidence requirements
2.1
Factors that led to the decline of the Māori language are described.
Range factors may include but are not limited to – urbanisation, colonisation, government legislation.
Evidence of three factors is required.
2.2
Legislation and policy that led to the decline of Māori language is described.
Range description of three Acts is required.
Outcome 3
Explain a Māori initiative that encourages the use of the Māori language.
Range initiatives may include but are not limited to – Kohanga Reo, Kura Kaupapa
Māori, Wānanga, Whare kura.
Evidence requirements
3.1 Explanation includes a description of the development of the initiative, its philosophy, delivery and Māori student outcomes.
3.2 Explanation incl udes an evaluation of how the initiative has influenced Māori specifically and Aotearoa generally.
