Explanatory notes

1 City council and district council are collectively termed territorial authority . The other form of local government is the regional authority (or regional council).

In a few parts of New Zealand the functions, duties, and powers of a regional authority are added to those of a territorial authority. In these instances the local body is called a unitary authority . For the purposes of this unit standard a unitary authority may be considered to be a territorial authority, and its separate exercise of the functions, duties, and powers of regional authority may be considered to be a regional authority.

Evidence requirements

1.1 Differences between a territorial authority and a regional authority are described in terms of their roles, responsibilities, and services provided to constituents.

One by-law for each type of authority is identified and described.

A current issue concerning a local government body is identified and two different points of view in relation to the issue are described.

Outcome 2

Describe how citizens’ political rights and responsibilities are exercised under local government.

Evidence requirements

The responsibilities of citizens exercising their voting rights are described. 2.1

2.2 Procedures for registering as a voter are described.

2.3 Ways in which ideas or opinions may be conveyed to a local government body are described in terms of actions to be taken.

Range ways include

– two actions by an individual and two actions by a group.
