People credited with this unit standard are able to identify
aspects of central government in New Zealand, and describe
how citizens’ political rights and responsibilities are exercised
under central government.

parliamentary processes. The following unit standard includes knowledge in this

Outcomes and evidence requirements
Outcome 1
Identify aspects of central government in New Zealand.
Evidence requirements
1.1
Roles performed by elected and appointed persons within central government
are identified.
Range
1.2
two roles each for – the Prime Minister, a Cabinet Minister, a
Member of Parliament belonging to a party in government, a
Member of Parliament belonging to a party in opposition, the
Speaker of the House, the Governor General.
Distinctions between political parties are identified in relation to one major policy
area.
Range
two parties – one party represented in Government and one other
party represented in Parliament.

Evidence requirements
2.1
The responsibilities of citizens exercising voting rights are described in
accordance with legislation.
2.2
The procedure for registering as a voter is described.
2.3
The role of the party vote in a general election in determining the proportions of
party seats in Parliament is described.
2.4
The role of the candidate vote in a general election is described.
2.5
The process for voting in a general election is described.

Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
Requirements for consent to assess and an outline of the moderation system that applies
to this standard are outlined in the Consent and Moderation Requirements (CMR). The
