Plan considers weather, tides and current, geography and oceanography, navigation aids, vessel characteristics, and commercial port characteristics and considerations. entry information: Open. accreditation option: Evaluation of documentation and visit by NZQA and industry. moderation option: A centrally established and directed moderation system has been established by the Maritime Qualifications New Zealand (Inc). special notes: Navigation planning is performed in consultation with the ship’s master. Knowledge and understanding of planning includes: acceptable methods of plotting ocean and coastal tracks; planning within restricted water in ice, in restricted visibility, in traffic separation; in areas of extensive tidal effects. Information required for appraisal of the proposed passage includes: notices to mariners; radio navigation warnings; navigation warning files; local navigation warnings, weather information; vessel characteristics; load line rules; recommended tracks (Admiralty Ocean Passages of the World); and port characteristics. Passage involves travel from berth to berth, including narrow waters, coastal waters and ocean areas. The passage plan includes evaluation and recording of: courses and distances, speeds, course alteration points, underkeel clearance, position fixing methods in high risk areas, contingency plans, load line rules, and departure and arrival times. Elements and Performance Criteria element 1 Maintain navigational folios and documents. performance criteria 1.1 Charts, publications and documents are current and reflect regular correction. 1.2 Records of chart corrections conform to an approved nautical format. 1.3 The presentation and filing of navigational warnings conforms to the approved company format. 1.4 The handling and storage of charts and publications promotes their access, utility and length of life. New Zealand Qualifications Authority 2016 4111 version 2 28-Jun-16 3 of 4 NAVIGATION AND SEAMANSHIP Plan ship's passage 1.5 New issues of publications are obtained and installed on the vessel immediately when these become available on the market. element 2 Prepare a passage plan. performance criteria 2.1 Charts and publications needed for the proposed passage are selected and information required for an appraisal of the proposed passage is obtained, collated and checked for latest corrections. 2.2 Areas in which it is not possible to navigate safely are identified and warnings and precautions are shown in the plan for specified areas of marine hazard. 2.3 The planned track is designed to clear hazards at as safe a distance as is practical, and is within given guidelines and limitations. 2.4 Courses, distances, speeds and timings for the voyage are accurately evaluated. 2.5 The passage plan is complete, documented, filed, and copies are forwarded to the ship’s master for review. Range: the passage plan is complete prior to commencing passage and reviewed during passage to effect necessary alterations. element 3 Record and adjust the passage plan. performance criteria 3.1 All information relating to the passage is plotted on the largest scale charts available and is presented using navigational notation. 3.2 Electronic Navigational Systems are programmed and modified with passage plan information.
