Explanatory notes
1
Legal and formal requirements to be complied with include:
Civil Aviation Act 1990;
Dangerous Goods Regulations (DGR) 2011, published by the International Air
Transport Association (IATA);
Hazardous Substance and New Organisms Act (HSNO) 1996;
International Maritime Dangerous Goods (IMDG) Code 2010, published by the
International Marine Organization (IMO);
Maritime Transport Act 1994.

For the purposes of assessment against this unit standard, any new, amended, or
replacement legislation, regulations, Rules, standards, and codes of practice
affecting the outcome of this unit standard will take precedence, pending review of
this unit standard.

Definitions:
Dangerous goods mean substances or articles having properties described in the
IMDG Code or IATA Dangerous Goods Regulations;
Documentation means any hard copy or electronically held information;
Organisational requirements include any legal requirements, standards, codes of
practice, organisational and/or site policies and procedures, industry best practice
and manufacturers’ instructions. These must be available to candidates, providers,
and assessors;
The Regulations means IATA DGR or the IMDG Code as appropriate.

A minimum of six consignments (three air and three sea) is required.

Outcomes and evidence requirements
Outcome 1
Verify documentation and information received with dangerous goods is accurate.
Evidence requirements
1.1
Verify that the substance and/or product is correctly identified in accordance
with the regulations.
1.2
Verify that the dangerous goods are correctly classified in accordance with the
regulations.
1.3
Verify that the documentation received is compliant with legal and
organisational requirements.
Outcome 2
Process documentation for forwarding of dangerous goods.
Evidence requirements
2.1
Process documentation accurately and in accordance with the Regulations.
2.2
Forward documentation with the dangerous goods in accordance with legal and
organisational requirements.

This unit standard replaced unit standard 21809 and unit
standard 21810.

Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
Requirements for consent to assess and an outline of the moderation system that applies
to this standard are outlined in the Consent and Moderation Requirements (CMRs). The
CMR also includes useful information about special requirements for organisations wishing
to develop education and training programmes, such as minimum qualifications for tutors
and assessors, and special resource requirements.
