Purpose
The National Certificate in Manufacturing (Core Skills) (Level 2) is an entry level
qualification for people employed in manufacturing. Manufacturing forms the basis of
many different industries, and therefore this qualification is suitable for trainees from a
variety of sectors.
The qualification contains four sections:




The compulsory contains core manufacturing skills and basic workplace health and
safety, which are common to all manufacturing industries.
Elective A allows candidates to select the manufacturing process skills relevant to their
particular industry along with appropriate standards from the Competitive
Manufacturing domain. The Material Management domain is also included to allow
skills in distribution in a manufacturing environment to be selected.
Elective B section offers a range of specific skills required by individual enterprises.
Optional standards have been included for use where additional support in literacy,
numeracy and basic employment skills are required.
This qualification can lead on to a number of manufacturing qualifications provided by
each of the partner Standard Setting Bodies.
Special Notes
This qualification was jointly developed by the following standard setting bodies, each of
who will be responsible for arranging training and assessment within their sector(s):





NZ Marine Industry Training Organisation
Competenz
Forestry Industry Training and Education Council
NZ Motor Industry Training Organisation (Incorporated)
Plastics and Materials Processing Industry Training Organisation (Incorporated).

Requirements for Award of Qualification
Award of NZQF National Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided on the New Zealand Qualifications
Authority (NZQA) website: http://www.nzqa.govt.nz/qualifications-standards/standards/standards-exclusionlist/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (ID). Any version of a standard with the same ID may be used to meet
qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Transition Arrangements
Version 2
Version 2 was republished in May 2011 to correct an error. The optional standards had
inadvertently been omitted.
Version 2 was issued following a revision.
Changes to structure and content
 The Food and Related Product Processing and Pharmaceutical and Allied Products
subfields where added to Elective A
 The expiring Core Health domain was replaced by the First Aid domain
 Expiring standard 8489 was replaced by 26623 in the Optional standards section.
For detailed information see Review Summaries on the NZQA website.
Candidates enrolled on programmes leading to version 1 may transfer to version 2 if they
wish.
This qualification contains a classification that replaced an earlier classification. For the
purposes of this qualification, people who have gained credit for standards in the expiring
classification are exempt from the requirement to gain credit for standards in the new
classification. See table below.
Standards from
Are treated as Standards from
Health > Health Studies > Core Health
Health > Health Studies > First Aid
It is not intended that anyone is disadvantaged by this revision, and the above
arrangements have been designed for a smooth transition. However, anyone who feels
they have been disadvantaged may appeal to Competenz at the address below.
Previous versions of the qualification
Version 1 was a new qualification. However, it provided a transition option for people who
were enrolled in the National Certificate in Manufacturing (Metal and Related Products)
(Level 2) [Ref: 1386] to choose to transfer to this qualification if it better suited their needs.

Providers and Industry Training Organisations must be granted consent to assess by a recognised Quality
Assurance Body before they can register credits from assessment against standards. Accredited providers
and Industry Training Organisations assessing against standards must engage with the moderation system
that applies to those standards. Accreditation requirements and the moderation system are outlined in the
associated Accreditation and Moderation Action Plan (AMAP) for each standard.
