2. Consent and moderation requirements
Standard setting bodies are responsible for establishing national external moderation
requirements and may specify industry or sector specific requirements for a tertiary
education organisation or school seeking consent to assess against standards in their area
of cover.
This document specifies the consent and moderation requirements for the identified
standards listed on the Directory of Assessment Standards, made under the Directory of
Assessment Standards Listing and Operational Rules 2011 available at **
Education organisations are encouraged to contact the standard setting body which can
assist education organisations understand the consent and moderation requirements.

Role of the Standard Setting Body in an application for consent to assess
The standard setting body must confirm that, in its view, the education organisation has the
ability to meet the industry or sector-specific requirements. This will normally be in the form
of a letter of support to the education organisation which it provides to the quality assurance
body along with its application for consent to assess.
Process for standard setting body confirmation
The standard setting body states the process and reasons for the education organisation to demonstrate how it
will meet the industry or sector specific requirements. A clear justification is required if the requirements include
site approval of the education organisation.
Standard setting body fees for applications for consent to assess
The standard setting body may charge a fee for its role in assessing applications for the
industry or sector specific requirements for consent to assess. Details of any fees will be
published on its website.

4. National external moderation
National external moderation is to assure that assessment decisions of education
organisations with consent to assess are consistent with the national standard. All tertiary
education organisations and schools with consent to assess against the standards in this
CMR must meet the requirements for moderation.
This section outlines details of the centrally established and directed national external
moderation system, set-up by the <SSB Name>.
Moderation System

system, the selection of standards for moderation, coverage and intensity of moderation, and the moderation
process that will be used.)
Reporting
The <SSB Name> is responsible for evaluating the effectiveness of its national external
moderation system, and for providing an annual report to NZQA using the appropriate
template. This includes reporting on the performance of education organisations with
consent to assess against standards in its area of coverage.

Non-compliance with moderation requirements
Non-compliance in meeting the requirements of this moderation system will result in further
action by the <SSB Name>. Ongoing unresolved non-compliance will be referred to the
appropriate quality assurance body, and may lead to the withdrawal of consent to assess.
