This unit standard is for people for whom English is an
additional language. It is intended for learners who have no
command or very minimal command of English, but are literate
in their own language.
People credited with this unit standard are able to participate in
very basic spoken personal exchanges (EL Foundation).

Explanatory notes

English Language (EL) refers to the acquisition of English as an additional language.

This unit standard may contribute to the New Zealand Certificate in English
Language (Foundation) (Level 1) [Ref: 1879]. It is at a level comparable to the
Common European Framework of Reference low A1.

All assessment activities must be conducted in English, which must not be the
candidate’s first language. Task instructions may be given in the candidate’s
preferred language.

Assessment must be conducted in a highly supportive and familiar environment, in
which the interlocutor speaks slowly and clearly, and affective barriers are minimised.
Candidates may request assistance to understand the requirements of the
assessment tasks.

The assessor must be satisfied that the candidate can independently demonstrate
competence against the unit standard.

Two candidates may be assessed simultaneously, but each candidate must fulfil the
requirements of the unit standard independently.

It is recommended that:
i
the outcomes are assessed as part of an integrated unit of work, relevant to the
learning context of the candidate;
ii assessment be conducted in conjunction with assessment against other English
Language unit standards at this level.

Responses may contain significant phonological or linguistic inaccuracies, but must
be recognisable. Candidate’s speech may be hesitant with long pauses, single
words or short phrases, and may follow learnt formulas.

Conventions of very basic spoken personal exchanges are used in a manner
appropriate to social conversation, context, and participants.

greetings, leave taking, common courtesies.
Very basic personal questions are asked, using learnt language patterns.

minimum of three personal questions, which may include but are
not limited to – name, age, address, phone number, country of
origin.
Responses given to very basic personal questions convey personal information.

Providers must be granted consent to assess against standards (accredited) by NZQA,
before they can report credits from assessment against unit standards or deliver courses
of study leading to that assessment.
Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and
which are assessing against unit standards must engage with the moderation system that
applies to those standards.
