Principal’s Nominee Seminar 2016 Seminar Programme 9.00-10.30 The assessment process and internal moderation clarifications 10.30 – 10.45 Morning Tea 10.45 – 11.45 Assessment today and in the future 11.45 – 12.20 Updates on NZQA policies or processes This session will: Clarify internal moderation processes Share internal moderation monitoring practice ACTIVITY Using the Post-It notes, develop a chart of the assessment process Identify the internal moderation processes by writing internal moderation on individual Post-Its. Identify the essentials to ensure credible assessment Entries and Results for all secondary students - 2014 # of Entries # of Credits gained Standard Type Unit Standard 717,247 2,393,290 Internally Assessed Achievement Standard 1,892,260 7,360,187 Externally Assessed Achievement Standard 833,848 3,734,795 3,444,355 13,488,272 TOTAL In 2014 NZQA received approximately 2.6 million internally assessed results from schools NZQA accepts these results at face value Internal moderation is the quality assurance process that validates these results before reported Schools must report to NZQA only those internal assessment results which have been subject to an internal moderation process (Rule 5.6b) Each year NZQA externally moderate approximately 100,000 randomly selected samples This represents approximately 3.8% of the nearly 2.6 million results reported These are largely from the previous year’s work This “light touch”, high trust model requires a high level of accountability Internal moderation is the quality assurance check that demonstrates accountability External moderation confirms the robustness of the schools internal moderation What is the National Systems Check? It is a calculation of a national moderator/teacher agreement rate at each NCEA level, published in NZQA’s annual report 2014 2013 Credit 91.9% 88.0% Grade 82.8% 75.9% Ref: Page 24 – NZQA Annual Report 2014 -2015 Ref: Table 11 - Overall moderation rates NZQA Annual Report 2013 Activity Page 6 Handbook. Choose 2-3 scenarios to discuss as a group as to how verification can be managed. Activity Page 7 Handbook. Complete the first column with Yes /No if what is described is a requirement of your school/ HODs Discuss as a group if the requirement is an NZQA requirement. Internal moderation Verification process must take place for every standard each year be sufficient to be confident that judgements are consistent with the standard include purposefully selected samples documentation of the internal moderation process is required need to keep evidence of the internal moderation monitoring http://www.nzqa.govt.nz/providers-partners/assessment-and-moderation/managing-nationalassessment-in-schools/secondary-moderation/external-moderation/internal-moderation/ This session will: Explore what future assessment could or will look like Discuss changes that may be needed and the tools that may be used to lead assessment for the future in your school Discuss evidence collection and sufficiency Principles of good assessment practice when gathering credible evidence Assess when ready Use of feedback and feedforward information Gather evidence from a range of activities and use it for more than one purpose Jetsons ACTIVITY In groups discuss: What do you think assessment in your school could or will look like in the future? What assessment practices and principles do you think will change will not change Use page 11 to record your discussion Planning will ensure you collect sufficient evidence Moderation will confirm ‘sufficiency’ through checks on the: requirements of the standard Conditions of Assessment level of the curriculum document information in the clarifications document subject Teaching and Learning Guide. UPDATES Future state - External assessment Five principles of digital external assessment are that it will be: used to enhance the student’s external assessment experience through good assessment practice that reflects current pedagogy introduced following a thorough trial and evaluation period. (Schools are encouraged to be involved in these trials to assess their readiness) used only if appropriate for that subject use digital technology to enhance the marking process developed in parallel with the digital submission of externally assessed portfolios. • See handbook pages 40-42 for information on Digital Trials and Pilots in 2016 External moderation submission Currently The future Paper, DVD, USB via courier We intend to have a fully automated online system for moderation available from 2017 Online by submitting URLs through online moderation plan This system will be simple and intuitive to use Google Drive, DropBox, MyPortfolio, Office 365, Blogs, Websites, etc It will still be possible to submit by courier as this system is phased in • We will be consulting with the sector from March/April this year and more information will follow • See handbook pages 37 and 38 for instructions on how to submit electronically New Process to register for assessor support New “Registration of Interest” process developed to give assessors the ability to indicate their preferred assessor support options. Enables NZQA to identify needs and develop an on-demand schedule of support. This support will include: visits from guest speakers online opportunities; and face-to-face regional workshops Registrants will also be able to indicate: how far they could travel, nominate times; and request optional extras such as catering and other resources Driver Licence – Proposed process to award Class 1 Drivers Licence Standard Student Application Form completed (downloaded from NZQA site) Students attest to authenticity of licence School granted consent through base scope. NZQA Recognition of Prior Learning (RPL) process: Person in school with designated responsibility sights and checks evidence for RPL Manage Records Results Reported Audit Attestation survey of relationships with external providers Why was the attestation survey conducted? An important role of NZQA is to help schools to manage risk to the credibility of the NCEA qualification. If schools report results incorrectly using their provider code or the provider code of another external provider, then potentially these results: Have not been assessed under credible assessment conditions Are not available for moderation (see: Consent guidelines 8.1-8.4, 13.1 and 13.2 and Circulars A2015/024 and A2015/26) What happens next? Your SRM will discuss your school’s attestation survey with you when they visit your school. NZQA plans, in the future, to collect this information from your data file submission. Other information on: Submitting external moderation digitally External moderation reminders Professional learning opportunities available in digital teaching and learning Special Assessment Conditions – Key dates Guidance to students wishing to study overseas 2016 Digital trials and pilots for external assessment Guidance to students wishing to study overseas Students should check the requirements of the university they are proposing to enrol in Some Universities are asking for a Grade Point Average (GPA) GPA calculations require at least 90 credits of reported results (N, A, M, E) at the Level of the GPA German University Entrance requirements have changed for students enrolling in 2017 Ensure your International Dean/Coordinator checks the NZQA website for international recognition of NCEA for specific countries Special Assessment Conditions - Key Dates 14 March – First time ever applications for students with Special Learning Disorders CLOSES 1 Feb – 15 April: Students previously approved (rollovers) – confirm, change or remove last years entitlement 1 April onward data files - NZQA will transfer previously approved students to the schools they are enrolled in for 2016. Two main aims Provide a significant step towards the transformation of the examination system Provide an opportunity for schools to evaluate their readiness to manage digital examinations A trial digital examination • Does not count towards NCEA • Will involve all external standards of the subject • Will be available for schools to use in Sept & Oct NZQA will be developing trial digital examinations in the following subjects (all level 1) Health Economics Geography Physics History Science Samoan Spanish Business Studies Music Te Reo Rangatira A pilot digital examination • Will count towards NCEA • Will involve all external standards of the subject • Candidates will complete either the digital examination OR the paper based examination • NZQA will develop a set of sample assessments in June/July NZQA will be developing pilot digital examinations in the following subjects (all level 1) English Media Studies Classical Studies French Other things PNs will need to know: • Communications to schools will be through the PN • Involvement is on a voluntary basis only • Schools will receive a set of technical specifications to assist them in evaluating their own capacity before they opt in • All trial and pilot examinations will be able to be translated into Te reo if required • All trial and pilot examinations will have some functionality for some students who require Special Assessment Conditions
