There were no matters arising not already on the agenda. 4 Action points and risk register were updated. 5 Correspondence A working group member suggested a level-4 qualification to meet the needs of school leavers, and asked for approval to write publicly about the review, within suitable guidelines Association of Administration Professionals of New Zealand (AAPNZ) asked for their certificate to be included in pathways statements in relevant Business Administration and Technology qualifications The GG noted the suggestion for the new qualification and has added it to the list of suggestions for consideration for later development. The GG approved both requests. 6 Members’ interactions with stakeholders (refer appendix below) DRAFT PENDING CONFIRMATION Review of Business Qualifications The Terrace Conference Centre Governance Group Minutes 5-6 November 2013 DRAFT PENDING CONFIRMATION 7 Consistency management proposal The proposal was amended to reflect a clearer focus on the principles on which any system will be based, and endorsed for distribution for formal consultation. 8 The Governance Group discussed the draft qualification and strand for Māori Business and Management, and provided guidance for further development of the needs analysis. The focus of these qualifications needs to be business in Māori environments and relevant for all people in these environments. Consultation on these qualifications should not proceed without a robust needs analysis. The Governance Group noted the expressed needs for qualifications for Māori below level 5, and notes that qualifications being developed in other areas may be relevant. The Governance Group will address this in a subsequent further development for Business qualifications. (Other suggestions for further development have been received, including Small Business above level 4 and alternative qualifications for different audience(s) at level 4.) The Governance Group reaffirmed its decision to require all assessment conditions to be necessary and mandatory, given the breadth of contexts that the qualifications are designed to be relevant to. The feedback received from the stakeholder consultation (including working groups) was discussed, and proposals for amendments to the qualifications were referred to the working groups. The Governance Group thanked working group members for their strong contribution to the development of these qualifications, and the stakeholders who responded to the call for feedback and identified potential improvements. 9 Consideration of ongoing "lead developer" role Rod’s document endorsed with amendment, for consultation separately from the formal consultation on the draft qualifications. 10 Competitive Manufacturing qualifications The GG endorsed the decision (e-mail, 24 October) to support the Competitive Manufacturing community applying to withdraw the six Competitive Manufacturing qualifications from the Business review. There are two main issues: - protecting integrity of PM professional by positioning project management expertise appropriately for a general audience as well as for PM specialists (management of projects as opposed to the formal PM discipline) - determining the skills and knowledge that are common to both these groups, which could inform a coherent approach to the future of the PM qualifications. 12 NZCTU qualification: NZC Workplace Relations (Union Representative) (L3) The GG endorsed the qualification for consultation with the other Business qualifications, subject to an amendment clarifying “leadership”. 13 Draft plan for submission for listing The plan was amended to more realistically reflect the work and timescale required, as an amendment to the September minutes. Submission of the qualifications for listing is now planned for the end of February. The Governance Group will publish the submission draft of the qualifications to enable initial planning for programmes development. 14 General Business None. 15 Next meetings - 16 December, teleconference, 9am - 18-19 February, to consider consultation feedback and endorse the qualifications for listing on the New Zealand Qualifications Framework, NZQF Appendix Members’ interactions with stakeholders - Rod to speak with the Small Business Development Group (MBIE) on 20 Nov - Dave is involved in the Communications review and indicated potential links with the Business review - Steve is involved in the logistics review - Merepaea reported positive comments from working group members and Māori stakeholders, and indicated a link with fitness review re small business - Kevin indicated interest especially about time scale - Robyn reported positive feedback about the review - Terry reported lack of awareness of mandatory reviews among the PTE sector (it is a wider issue, especially in terms of the differences between qualifications and programmes) - Rod reported Competenz now has coverage for marketing, and will discuss a sales and marketing strand for Business qualifications - Victor is on the Food Processing review - John reported high engagement among working group members DRAFT PENDING CONFIRMATION Review of Business Qualifications The Terrace Conference Centre Governance Group Minutes 5-6 November 2013 DRAFT PENDING CONFIRMATION - Michel has been approached by the NZ Payroll Practitioners Association (NZPPA) to participate in the review, and they have been added to the stakeholders e-mail network; ongoing links with other reviews.
