This qualification has been reviewed. The last date to meet the requirements is 31
December 2016.
Transition Arrangements
This qualification has been reviewed and replaced by Te Mana Kaitiaki o Ngā Taonga
Tuku Iho (Kaupae 4) [Ref: 2345].
The last date to meet the requirements of the replaced qualification will be 31 December
2016 at which time the qualification will be discontinued. From that date no results can be
reported against the qualification.
Learners currently enrolled in programmes working towards the replaced qualification may
either complete the requirements by 31 December 2016 or transfer their results to the
replacement New Zealand qualification.
This qualification contains an expired unit standard that had been replaced. For the
purposes of this qualification, people who have gained credit for the replacement unit
standard are exempt from the requirement to gain credit for the expired unit standard –
see table below.

Purpose
The National Certificate in Wāhi Tapu (Level 4) [Ref: 1241] is aimed particularly at those
people who have an interest in, or who are currently working within, the area of the
management and protection of Māori heritage and wāhi tapu.
This qualification focuses on developing the knowledge and skills of the holder to manage
areas of cultural and spiritual significance to Māori. Candidates awarded this qualification
will be able to demonstrate knowledge of the concepts of wāhi tapu, and the wide and
varied relationships of Pākehā and Māori to wāhi tapu, including relevant legislation.
All the standards in this qualification are compulsory as this is the set of well-defined skills
and knowledge required of people in the management and protection of wāhi tapu. The
standards focus on the resources and management practices pertaining to wāhi tapu, and
outline the management tools used in the care and protection of wāhi tapu. Candidates
are required to prepare, implement and evaluate a kaitiakitanga project that has been
developed to care for a particular area. They are also required to identify and describe
Māori management practices of at least three local wāhi tapu.
This qualification may lead on to the proposed National Certificate in Māori Environmental
Management and Practices (Advanced) (Level 5), or it may provide a pathway to the
following qualifications that are currently listed on the New Zealand Register of Quality
Assured Qualifications: the Certificate in Environmental Science and Resource
Management, the Certificate in Iwi Environmental Management and Trusteeship, the
Diploma in Environmental Management, and the Bachelor of Māori Development.
Special Notes
While prerequisite unit standards are not specified in this qualification, it is recommended
that candidates have gained credit for level 2 Reo Māori and Tikanga unit standards to
meet the entry requirements of the Wāhi Tapu unit standards. Candidates may have
gained credit for level 2 Reo Māori unit standards through the National Certificate in Māori
(Te Waharoa) (Level 2) [Ref: 0878], or the National Certificate in Reo Māori (Level 4)
[Ref: 0426].

Requirements for Award of Qualification
This qualification will be awarded to people who have met the requirements of all of the
specified standards.
Award of NQF Qualifications
Credit gained for a standard may be used only once to meet the requirements of this qualification.
Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the
purpose of award. The table of mutually exclusive standards is provided in the Qualifications Authority Rules
and Procedures publications available at www.nzqa.govt.nz/ncea/.
Reviewed standards that continue to recognise the same overall outcome are registered as new versions
and retain their identification number (Id). Any version of a standard with the same Id may be used to meet
qualification requirements that list the Id and/or that specify the past or current classification of the standard.
