Operation of shrimp hatchery of ICAR-CIBA under public private partnership (PPP) mode
Central Institute of Brackishwater Aquaculture, under Indian Council of Agricultural Research, 75 Santhome High
Road, Raja Annamalai Puram, Chennai, invites Expression of Interest for operation of Shrimp hatchery of ICARCIBA, Muttukadu Experimental Station, Chennai, Tamil Nadu through Public Private Partnership (PPP) from
interested entrepreneurs/ technocrats with required expertise in successful operation of penaeid shrimp
hatchery and production of larvae at commercial level.
Submission Requirement and Instruction
1. Name of the work: Scale-up hatchery operation and production of penaeid shrimp larvae
at hatchery of ICAR- CIBA, Muttukadu, Chennai, Tamil Nadu through Public Private
Partnership.
2. Demand Draft of Rs. 25,000/- in favour ICAR Unit, CIBA, Chennai payable at Chennai
(Refundable) for each hatchery.
3. Distribution of EOI Document: 06-04-2015 to 18-04-2015
4. Last date of submission of the EOI Document: 18-04-2015; time 3:00 PM
5. Opening of EOI Document: 18-04-2015; time 3:30 PM
6. Opening of EOI Document venue: CIBA, ICAR, 75, Santhome High Road, Chennai

4. Professional competence of the aspirant operator; in the case of society/firm
provide CVs of Chief functionary and the team, and describe the operation plan.
5. Additional financial investment that could be made by operator and its mode of
contribution apart from funds provided by the CIBA.

EOI for Public Private Partnership (PPP) for operation of Shrimp hatchery of ICAR- CIBA
Background
ICAR-CIBA plans to operate the physical infrastructure of the shrimp hatchery at
Muttukadu, Chennai, Tamil Nadu, Public Private Partnership for operation and production of
shrimp larvae of candidate penaeid species. The details of major infrastructure items available with
shrimp hatchery like Hatchery shed, Broodstock tanks, Spawning section, Hatching section,
Outdoor algal tanks and Indoor algal culture facility and other hatchery related infrastructure.
Selection Criteria
 Fulfillment of eligibility Criteria (as given in the EOI)
 Expertise and experience of the leader and operation plan.
 Parameters of the operator (individual/organization) and weightage, and suitability and
terms of offer made.

The selection will be made by a committee constituted for the purpose, and the decision of the
competent authority on the basis of recommendation from the committee will be final.
Modalities of Implementation
As per an inventory to be made jointly by the CIBA and the Operator. condition of the
building / equipment -status quo, will be recorded.
The individual/Operator will have the freedom to source inputs as per their choice such as
brooders, approved chemicals and additives etc. at joint discretion and in consultation
with authorized ICAR-CIBA staff. Part of the operational expenses will provide by ICARCIBA as required and agreed up on.
The present staff (regular and contractual) engaged in R& D level of operation at ICARCIBA will continue. Any changes required could be done by operator in consultation with
planning and monitoring committee.

It is the responsibility of operator to make arrangements including staff for meeting the
operation scale-up requirements like round the clock manning of hatcheries etc., in
consultation with the assigned CIBA officials.
The stay of the personnel bring in for operation purpose need to be arranged by the
operator. Possible support in this regard will be extended by CIBA.
The operator needs to provide the following services
Access and supply of quality seeds in required volume and time as required by ICAR-CIBA
for its research and demonstration programs, and for the small scale farmers at the price
fixed on mutual agreement with a normal profit.
Access to trainees/ visitors of CIBA for observation/inspection/learning
Access to authorized scientific and technical manpower for conduct of approved research
studies
Samples of live material of limited quantity for research studies as and when requested
Any change in the above would be effected with the prior approval of the Director, CIBA
All the services offered by Operator will be included in cost of production as per cost
decided
CIBA will provide the following services
Existing hatchery infrastructure
Round the clock security cover
Electricity and Water
CIBA feed inputs for broodstock and larval stages
Manpower for day shift operation
One room/cabin furnished for office purpose of the operator
Laboratory support for water quality and animal health including PCR screening for OIE
listed pathogens.
All the Institute services will be included in cost of production as per cost decided.
Standard of hygiene and health safety
The Operator will maintain and run the hatcheries in a hygienic manner conforming to the
standard operating protocols and required biosecurity norms.
The hatchery waste should be disposed of in conformity with the recognized and
acceptable norms as specified
Purchase of brooders and Consumables

The individual/Operator is required to arrange/procure quality broodstock as per the
existing norms of the government.
CIBA will supply essential consumables as per recommendation of planning and monitoring
committee and as approved by Director, CIBA.
CIBA will bear cost of lab tests, infrastructure maintenance/ augmentation etc., with its
allocated funds or the designated purposes by ICAR. Laboratory tests will be charged as per
the input cost basis.
Procurement of other requirements/consumables should be made under intimation to
CIBA.
Audit and Accounting
A book of accounts is to be maintained for each cycle of production.
Accounts may be audited by a third party chartered Accountant, if required.
Statement of Expenditure & Utilization Certificate is to be submitted on regular time
interval as prescribed by ICAR-CIBA.
CIBA/ICAR can ask for a special audit of accounts after giving 30 days’ notice.
Records and Reporting
The operator should maintain records and send reports in time as normally expected in the
government system. The Operator will preserve the records carefully and hand over the
same at the time of exiting from the project.
The Operator will also maintain a record of proceedings of the meeting of the duly
constituted Planning and monitoring committee. CIBA may authorize officers to conduct
routine/ surprise inspections at the hatcheries.
The Operator will also maintain a visitor’s book where CIBA/ICAR authorized functionaries
can record their views / suggestions after conducting an inspection.
Operator will submit Annual Progress report and if required, also may publish it after the
approval of CIBA/ICAR at the end of the year.
Performance Monitoring and Standard of Services
The performance of the Operator will be monitored on the basis of output based indicators.

Performance of the Operator will be monitored by the CIBA or any authorized Operator
appointed by the CIBA/ICAR as and when required.
Review and Monitoring Structure
A Planning and monitoring committee (PMC for Short) be constituted for the purpose
comprising the representatives of the CIBA and representative will oversee the operation. Services
of external experts may also be drawn wherever necessary.
Funding
CIBA will provide fixed assets and fixed costs of the Project (House Keeping, Security,
electricity, water and major equipment, internet facility computer and furniture) after
signing the agreement. Funds towards meeting the cost of Personnel to be hired, medicines,
reagents, health care consumables, administrative charges, minor civil work, etc. will be
provided.
Operator will be provided with 75 KVA generator/suitable arrangement for uninterrupted
power supply, to ensure 24*7 functioning of the facility under the supervision of authorized
staff of CIBA.
Operator can make initial/emergency repairs as and when required and operational cost on
specific items to be mutually decided, on their own which will be included in calculation of
operational costs for calculating net profits.

Project Commencement & Duration
The duration of the project will be initially for two years which can be extended by Director,
CIBA after a performance review.
However, in case the CIBA or the Operator desires to terminate the project before the
expiry of the period, a notice period of three months will be given.
The duration of two years will be calculated from the date of physically handing over the
hatchery to the Operator.
Training/ Research Programmes
All Institute programmes of training and research assigned to the CIBA are to be jointly
engaged by Operator in coordination with the scientific and technical staff authorized for such
programmes.
Evaluation
External evaluation after every 12 months
Concurrent evaluation after every 2 month
Asset Creation
Any fixed asset created during project will be the property of the CIBA and will be handed
back to the as such after project duration is over. Assets register must be present at the facility.
Fixed assets created if any by Operator from its own funds will also remain as the property of the
CIBA. However a proportionate cost will be added towards operational costs incurred by Operator
while arriving cost of production and benefit sharing.
