COLLEGE MINUTES FOR DISCUSSION
College of Business, #6
In these minutes they are adding a lot of new courses and an interdisciplinary certificate of graduate study
with the College of Health and Human Sciences. Umoren made a motion, seconded by Gowen to
ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF BUSINESS #6
(10/20/09). Motion passed unanimously.
College of Education #2
A number of the changes in these minutes deal with eliminating letters from course numbers, and these are
driven in part to be compliant with state requirements for teacher certification. Walker made a motion,
seconded by Zittel, to ACCEPT THE GRADUATE-LEVEL CURRICULUM ITEMS IN COLLEGE OF
EDUCATION #2 (9/15/09). Motion passed unanimously.
College of Education #3
Bond asked what CACREP is and Walker responded that it is the accrediting body for counseling. They
are driving a lot of the changes in counseling, including a move nationally towards a Ph.D. in counseling
instead of the Ed.D. Zittel made a motion, seconded by Umoren, to ACCEPT THE GRADUATE-LEVEL
CURRICULAR ITEMS IN COLLEGE OF EDUCATION #3 (10/6/09). Bond asked if the Certificate of
Graduate Study in Workplace Issues is a new proposal. Smith responded that it is a new inter-college
certificate and it looks like the college is adding the whole certificate to the college section, then adding
brief paragraphs about the certificate to the two departments offering it. Bond added that a certificate with
18 or more credit hours can be reported to the Illinois Board of Higher Education (IBHE). Motion passed
unanimously.
College of Education #4
There are a number of new course proposals. Walker asked the committee to look at the changes for the
M.S.Ed. in Counseling, specifically the deletion of the requirement of ETR 520. He reported that his
department, Educational Technology, Research and Assessment, met with the Department of Counseling,
Adult and Higher Education about the fact that it would not be in the department’s best interests to remove
this requirement. Zittel made a motion, seconded by Konen, to ACCEPT THE GRADUATE-LEVEL
CURRICULAR ITEMS IN COLLEGE OF EDUCATION #4 (10/20/09), BUT HAVE SMITH
FOLLOW-UP WITH THE COLLEGE TO CONFIRM THAT THE INTENT IS TO DELETE ETR 520
FROM THE M.S.ED. IN COUSELING. Motion passed unanimously.
College of Engineering and Engineering Technology #3
Frank questioned the change in hours for UEET 608, and why they are making the hours variable 1-3,
when students cannot take the course until they have completed more than 27 semester hours. Bond

clarified that the program requires 3 semester hours in UEET 608. Zittel made a motion, seconded by
Konen, to TABLE COURSE REVISION TO UEET 608 UNTIL THE COLLEGE CLARIFIES THE
CHANGE IN HOURS AND/OR THE PENULTIMATE SENTENCE IN THE COURSE DESCRIPTION
TO ALLOW STUDENTS TO ENROLL IN UEET 608 EARLIER IN THEIR PROGRAMS. Motion
passed unanimously. Konen made a motion, seconded by Walker to ACCEPT THE REST OF THE
GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF ENGINEERING AND
ENGINEERING TECHNOLOGY #3 (9/24/09). Motion passed unanimously.
College of Engineering and Engineering Technology #5
Frank pointed out new course ELE 665 and the fact that the GCCC has previously discussed the issues
with undergraduate courses as prerequisites for graduate courses. He suggested that if departments want to
show that students should have certain competencies, that it would serve them better being in the course
description rather than in the prerequisites. Umoren stated that in her department they list deficiency
requirements in a section titled “special requirements.” Umoren made a motion, seconded by Gowen, to
ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF ENGINEERING AND
ENGINEERING TECHNOLOGY #5 (10/13/09) WITH THE SUGGESTION THAT THEY
RECONSIDER THE USE OF AN UNDERGRADUATE COURSE AS A PREREQUISITE FOR ELE
665. Motion passed unanimously.
College of Engineering and Engineering Technology #6
An e-mail was provided to the GCCC from the Department of Operations, Management and Information
Systems that addresses nonduplication of new courses. Zittel made a motion, seconded by Umoren, to
ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF ENGINEERING AND
ENGINEERING TECHNOLOGY #6 (10/22/09). Motion passed unanimously.
College of Health and Human Sciences #5
New courses were pointed out. Walker made a motion, seconded by Umoren, to ACCEPT THE
GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF HEALTH AND HUMAN SCIENCES
#5 (9/25/09). Motion passed unanimously.
College of Health and Human Sciences #8
Smith pointed out that the item on the bottom of page 6 is also a graduate curricular item. New courses
and a new certificate of graduate study were also pointed out. Walker asked if there are a minimum
number of hours for a certificate and Bond responded that the minimum hours is 12. As mentioned before,
if a certificate has 18 or more hours, it can be reported to the IBHE. Umoren made a motion, seconded by
Zittel, to ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF HEALTH
AND HUMAN SCIENCES #8 (10/16/09). Motion passed unanimously.

In these minutes, the Division of Public Administration in the Department of Political Science is deleting a
specialization and adding a new specialization. Bond explained that the division is slowly phasing out
Human Services Administration and replacing it with Nonprofit Management. This is part of the broader
effort to offer course work that deals with nongovernmental organizations at the undergraduate level.
Zittel asked about the students currently in the program, and Bond responded that they will be able to
complete their degrees at NIU. Zittel made a motion, seconded by Gowen, to ACCEPT THE
GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF LIBERAL ARTS AND SCIENCES #3
(9/30/09) PENDING BOARD OF TRUSTEES APPROVAL. Motion passed unanimously.
College of Liberal Arts and Sciences #4
Bond pointed out the graduate-level courses in chemistry for student teaching and this is very helpful for
students who are pursuing initial teacher certification at the graduate level, especially regarding financial
aid. Smith pointed out the new course, PSYC 649, and that an agreement between the Departments of
Psychology and Leadership, Educational Psychology and Foundations resulted in the course titled being
revised to “Ethics and Professional Issues in Psychology.” The GCCC discussed the course revision to
ANTH 560 and the new course SOCI 677. The rationale for these curricular changes states that the reason
students can only take one of the courses for credit is that they are similar. But the rationale also states that
the courses are different enough that they should not be crosslisted. The GCCC concluded that the
departments had come to an agreement regarding these courses and that they should be approved. Konen
made a motion, seconded by Zittel to ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS IN
COLLEGE OF LIBERAL ARTS AND SCIENCES #4 (10/7/09). Motion passed unanimously.
College of Visual and Performing Arts #2
Regarding the new course, ARTH 496, Bond noted that the school is proposing a new course that
combines two deleted courses. Konen made a motion, seconded by Walker, to ACCEPT THE
GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF VISUAL AND PERFORMING ARTS
#2 (9/29/09). Motion passed unanimously.
College of Visual and Performing Arts #4
In these minutes, a new course and other catalog changes were listed. Regarding the changes on page 1, it
was noted that the program has a new director of graduate studies and it appears that the changes are to
clean up language. There was a question about the sentence, “The images on the CD should be at least
1100 pixels at the longest dimension with a resolution of 72 dpi ppi or jpg, no power point presentations.”
The sentence leading up to “jpg” seems to refer to “jpg,” so the “or” is confusing. Konen made a motion,
seconded by Walker to ACCEPT THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF
VISUAL AND PERFORMING ARTS #4 (10/13/09) WITH THE CLARIFICATION OF THE
SENTENCE IN QUESTION. Motion passed unanimously.

Only graduate-level item in these minutes was tabled at the request of the School of Music due to
subsequent proposal sent to ETRA for their review regarding nonduplication. This item remains tabled.
The meeting adjourned at 11:00.
