These minutes are off of the consent agenda for a new certificate of graduate study and to note the proposed language on page 6. D. Smith explained that the catalog language on page 6 to define S/U for teacher certification courses is not in line with how the Graduate School has defined S/U. Last fall (2011), the

Graduate Council approved the definition of S/U as S is B or above and U is C (or B- as of fall 2012) and below. So to have S/U defined as C or above is not consistent with Graduate School language. Zittel made a motion, seconded by Garver, to TABLE THE ITEM ON PAGE 6 OF COLLEGE OF EDUCATION #6

BECAUSE THAT LANUGUAGE IS NOT CONSISTENT WITH GRADUATE SCHOOL LANGUAGE.

Motion passed unanimously.

Zittel made a motion, seconded by L’Allier, to APPROVE THE REMAINDER

OF THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF EDUCATION #6 (11/15/11).

Umoren asked about the revisions for TLSE 514, 559, 560, 561, and 563, and what exactly is the department requiring as prerequisites. Smith will follow up to get clarification. Motion passed unanimously.

College of Education #7.

D. Smith pointed out that the new certificate proposal is the same as the one in CEDU #6, so it can be ignored.

Umoren made a motion, seconded by Zittel, to APPROVE THE REMAINDER OF THE GRADUATE-LEVEL

CURRICULAR ITEMS IN COLLEGE OF EDUCATION #7 (12/6/11). Motion passed unanimously.

College of Education #8.

In these minutes is a new certificate of graduate study and a new course. Bennardo asked what is the reason for the new certificates. L’Allier responded that there are a lot of people—many who already have a master’s degree--who would like to take graduate courses and to leave with something. Bennardo asked if these certificates are for teachers and L’Allier said that this particular certificate (Middle School Literacy) is for teachers. Zittel added that certificates across the university are being promoted and it’s a way to recruit students. Also, the earning of a certificate frequently encourages students to enroll in a master's program— transferring the 15 credits from the graduate certificate into the master’s program. Discussion followed regarding the minimum grade and GPA requirements and whether or not requiring a minimum of a C in each course as well as a GPA of 3.0 in certificate course is conflicting. D. Smith said that the language about the minimum C grade is in the Academic Policies and Procedures Manual (APPM). [Note: Smith later corresponded with the GCCC and clarified that the minimum C grade is not in the APPM for certificates of graduate study, but is only for certificates of undergraduate study. It is in the APPM that students in a certificate of graduate study program need to maintain a 3.0 in certificate course work.] Umoren made a motion, seconded by Zittel, to APPROVE THE GRADUATE-LEVEL CURRICULAR ITEMS IN COLLEGE OF EDUCATION

In these minutes there is a new course approval and a course revision for a crosslisting that also needs a parallel proposal from the Department of Literacy Education. Zittel made a motion, seconded by Umoren, to

NEW BUSINESS

New interdisciplinary course proposal.

M C. Smith explained that this course is associated with the Center for the Interdisciplinary Study of Language and Literacy (CISLL). Students would take this course as part of a certificate with language and literacy that is being proposed. It will be a seminar course taught by different faculty, including some from outside the university, in conjunction with colloquium speakers. Zittel asked if this has been offered as a seminar or workshop in the past and Smith responded that it has not. Discussion followed regarding repeatability and should it state in the description that students can’t repeat the course if the topic is the same. D. Smith provided some current language in the catalog that addresses this and GCCC members approved of the addition of “provided topic varies” after “Course may be repeated for a maximum of

6 semester hours.” It was pointed out that the numbered list for Illustrative Course Activities in the proposal needs to be fixed and that there is no assessment plan. D. Smith read the requirements for an interdisciplinary course from the APPM: “Proposals for such courses must originate from the faculty and include (1) a course rationale, (2) a description of resources required, (3) a course syllabus and outline, and (4) methods of course evaluation.” M C. Smith will work on methods of course evaluation and a course number for the next meeting.

A motion was made and seconded to ADJOURN THE MEETING. Motion passed by acclamation.
