TERMS OF REFERENCE
For Two Junior Short Term Experts (STEs) to
Assist TACSO office in organizing trainings for new /young CSO
leadership
Background of the assignment
General objective of TACSO project is to strengthen the overall capacities and accountability of the
Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services and a sustainable role of the CSOs in the democratic process. The main objectives of the
project are:


To increase and improve the capacity and actions of CSOs and
To improve the democratic role of CSOs.
Within the TACSO Component 3: Capacity development and the Work plan for period 2011-2013,
we find needed to organize trainings for inexperienced CSOs and specially for leaders from these
organizations in order to build up their capacities and skills to successfully run organizations.
These trainings, seen as 4 training courses, each consists of 4 modules (one training day per
module) on the following topics:
1. Organizational strategic development
2.Project development and management,
3. Fundraising and financial management in CSOs
4. Networking and partnership building
This activity will be focused on increasing capacities of new/young leaders in weaker, rural,
underdeveloped CSOs, registered for the first time during last two years. The main purpose of this
assignment is to upgrade basic capacities of new/young leaders in CSOs through providing direct,
focused and tailored trainings. With this assistance, leaders should be able to overcome specific
obstacles within the areas of organizational development, fundraising and project management,
networking and partnership building and to secure better sustainability of their organizations.

Scope of the assignment
Short Term Experts will provide assistance to the TACSO Office in Serbia in the following:









Assisting TACSO team in defining detailed criteria for selection of CSOs to attend CSO
leadership training course
Assisting TACSO team in delivering four training courses for up to 25 participants per each.
Note that each course contains four, one day lasting training modules.
Defining Activity plan for training courses delivery.
Assessment of training needs of selected CSOs leaders
Design detail training plan for each of 4 training modules and adjust it to specific needs when
required.
Prepare adequate training and informative material for participants (handouts)
Providing support to participants via e-mail on their specific request and related to training
topics;
Preparing training report on each session delivered
Preparing Final analytical report on comprehensive results;
Deliverables/results
1. Activity plan for training courses delivery within period: January 2012 - December 2012
2. Detailed Training design for each of training module
3. Report on each training session delivered (goals, agenda, participants lists, photos and
short summary for web site, evaluation findings, recommendation for the beneficiary
organizations)
4. Training supporting material ( handouts, training material, informative materials, guidance
and similar)
5. Final analytical report on content and results of all training activities with recommendations
for improvements of TACSO training activities
Note: All reports (deliverables under 3 and 5) should be written in Serbian and English.
The work will be coordinated by TACSO Serbia Project officer and supervised by Resident advisor.
Location of assignment
Belgrade and various cities throughout Serbia
Duration and timing of the assignment:
January 2012 – December 2012
Short term Consultant’s working days:
Total of 20 junior experts days are available for the whole assignment. Division of days among two
STES will be done upon selection of experts.

Training plan for the period January 2012 – December 2012 have to be submitted to TACSO Serbia
office within 10 days after STEs approval. The individual plans for trainings should be delivered to
TACSO Project officer no later than 7 days in advance of field visit date.
Reports on individual sessions have to be delivered to project office up to 10 days after the training.
Profile of the STE:
Qualifications and skills:
 University degree in social sciences, advanced degree is an asset
 The expert should have proven minimum 5 years of professional experience in the field of
CSO capacities building, organizational development, project proposals writing, fundraising,
networking, partnership building
 Proven professional experience in the curriculum development, design, creation of training
materials, manuals, execution of training programs, workshops etc.
 Proven professional experience in coaching/consulting/advising
 Good understanding of CSO sector in Serbia
 Practical experience in development and delivery of training programs.
 Experience in delivering field technical assistance to CSOs is an asset.;
 Experience of EU practices and policies
 Strong computer literacy;
 Fluency in written and spoken English.
Applicants must be independent and free from any conflict of interest.
Monitoring and evaluation of the STE
The activity will be monitored by the TACSO Resident Advisor. The STE will deliver a Final mission
report to the TACSO Office before remuneration.

This is an Open Call and both TACSO STE pool member and other experts are invited to apply.
Deadline for sending expression of interest is : December 15th 2011, by 5 PM
As TACSO Office already possesses CVs of STEs being pre selected for TACSO pool, CVs should
not be sent again. They should send only application letter. Candidates that are not TACSO pool
member are kindly request to send both CS and application letter. Application letter stating main
personal references related to the training topics and expected daily fee should be sent to the
