EuropeAid/127427/C/SER/Multi additional services TERMS OF REFERENCE For Two Short Term Experts (STEs) to Assist TACSO BiH office in providing technical assistance to civil society organizations in 11 partner municipalities of LOD III project implemented by UNDP Background of the assignment General objective of TACSO project is to strengthen the overall capacities and accountability of the Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services and a sustainable role of the CSOs in the democratic process. The main objectives of the project are: To increase and improve the capacity and actions of CSOs and To improve the democratic role of CSOs. Objectives and expected results of the assignment: Within the TACSO2 phase- Component 2: Research, help desk and guidance and Work plan of TACSO BiH for period 2011-2013, we find important to respond to the need of both municipalities and civil society organizations related to the technical assistance aiming at supporting integrative approach to building community. From the perspective of the mandate of TACSO project in BH, technical assistance will be provided to the civil society organizations in 11 partner municipalities of LOD III project: Bosanska Krupa, Capljina,Kozarska Dubica, Livno, Lukavac, Ljubinje, Novi Grad, Srbac, Stari Grad Sarajevo, Teslic and Zepce. The aim of this activity is enhancement of capacity building skills, in particular project proposal writing skills of civil society organizations as well as preparation of them for upcoming local calls for proposals (to be announced by mentioned municipalities). Expected number of participants (one representative per organization) is from 5-20 per municipality. Result of the 11 one day workshop will be increased understanding and practical application of the knowledge gained by 55-200 civil society organizations in applying to the calls for proposals to be announced by local self-government administration. Open call for civil society organizations to participate at the training workshop will be announced by the municipality. The following main areas will be presented and discussed during one day training/workshop Project Cycle Management Logical Framework approach (hierarchy of objectives, indicators, sources of verification, assumptions, preconditions, vertical logic, horizontal logic) Metodological Approch: LOD III project will provide methodology and materials for both trainers and participants. Methodology is develped based on EU application form. Working language of the training workshop is Bosnian/Croatian/Serbian. Deliverables/results Agenda for training workshop with a short overview on techniques to be used for enabling learning by doing Final training material for one-day training Evaluation form corresponding to the content of the training workshop Report on task completed (after delivering 5 or 6 training workshops): Objectives of the assignment , agenda, participants lists per municipality, consolidated data on all training recipients collected on a gender sensitive principle, overview of evaluations list, main qualitative findings related to baseline knowledge and skills of the participants and recommendations for approach enabling overcoming of potential weaknesses. Location of assignment Bosna and Hercegovina: Bosanska Krupa, Capljina,Kozarska Dubica, Livno, Lukavac, Ljubinje, Novi Grad, Srbac, Stari Grad Sarajevo, Teslic and Zepce.. Duration and timing of the assignment: End of December 2012 – Beginning of February 2013 Precise dates for delivering training workshops per town will be defined in coordination with LOD III project and respective municipalities. Short term Consultant’s working days: Total of 13 days (11 junior and 2 senior experts days) are available for the whole assignment. Division of days among two STEs will be done upon selection of experts, with main proportion of 5 junior+1 senior day/ 6 junior+1 senior day per consultant. Reports on each workshop have to be delivered to project officer up to 7 days after the training. Profile of the STE: Qualifications and skills: University degree in social sciences, advanced degree is an asset The expert should have proven minimum 5 years of professional experience in EU project proposals writing, EU project assessment, Project Cycle Management Experience of EU practices and policies Experience in knowing different applications formats and requests from domestic sources of funding. Proven professional experience in coaching/consulting/advising Good understanding of CSO sector in Bosnia and Herzegovina Practical experience in development and delivery of training programs. Experience in delivering field technical assistance to CSOs is an asset.; Proven professional experience in the curriculum development, design, creation of training materials, manuals, execution of training programs, workshops etc. Strong computer literacy; Fluency in written and spoken B/H/S and English. Applicants must be independent and free from any conflict of interest. Monitoring and evaluation of the STE The activity will be monitored by the TACSO BH Resident Advisor. The STEs will deliver a Final mission report to the TACSO BH Office before remuneration. Final mission report should be submitted 7 days after delivering the last training workshop.
