TERMS OF REFERENCE Two Local Senior Short Term Experts (STE) for designing and conducting a national workshop on CSOs sustainability. Background of the assignment The general objectives of TACSO -Technical Assistance for Civil Society Organizations project are to strengthen the overall capacities and accountability of Civil Society Organizations (CSOs) within the IPA beneficiaries, to guarantee the quality of services of CSOs and create a sustainable role for the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is the implementation of national trainings, which aim to increase the capacity of Albanian CSOs on how to ensure their sustainability in the future. The main purpose of this assignment is to contribute to capacity building component of TACSO Project by designing and implementing a national workshop on CSO Sustainability – Challenges and Opportunities in order to get insights and share best practices on this topic. Prepare a thorough training manual + a handbook on CSOs sustainability in Albania, together with supportive materials (handouts, case-studies, practical exercises, etc) that will be used during the workshop. Deliver a state-of- the art training program for selected CSO representatives that will attend the workshop; Develop, in coordination with the TACSO Albania team, a detailed description of a practical assignment to be carried out, once the participants will return to their home organizations. Prepare and deliver a training report one week after the completion of the workshop highlighting the training delivery process, results achieved, participants’ satisfaction with the trainer and training methodology, main conclusions and recommendations for future activities. The short term consultants should be of Albanian origin and should conduct the workshop in the national language. Activities to be carried out: Determining the most effective delivery methods and applicable training instruments for the participant group to achieve the workshop objectives, including appropriate adult learning techniques (interactive approach, short lecturettes, group work discussions, case studies, etc). Delivery of a 3-days training/workshop module for 30 CSO representatives to be selected though a competitive procedure from different regions of Albania. The main topics to be covered in the workshop include: Concepts of sustainability and other related concepts; Organizational and financial sustainability of non-for-profits organizations; Financial support from donor organizations operating in Albania and Western Balkans; Alternative ways of income generation and conducting economic activities, as a complement financial source for CSO sustainability. Successful local experiences in this context; ○ Social enterprises, a challenge for the CSO sustainability in the future. ○ Role of CSOs and other stakeholders in planning and developing the strategic orientations for their sustainability in the future; o o o ○ Preparation of comprehensive training materials in the Albanian language (training manual, handouts, case studies, guidelines etc) to be distributed to participants by the contractor. Preparation of a handbook on CSO sustainability in Albania to be delivered to participants and other interested stakeholders. The handbook will be prepared both in English and Albanian languages. Preparation of a practical assignment for participants to be implemented once they will come back to their home-organizations. TACS This project is funded by the European Union. STEs should deliver to RAs: A training outline and training module for 30 CSO participants from the region. A handbook on CSOs sustainability. Supported training materials in the form of handouts, case studies, poster presentations, CD/DVDs, etc. A report on content and results of training/workshop. Location and timing of the assignment. The Workshop will be held in October 2012 in Gjirokastër , with participation of CSO representatives from the administrative regions of Tirana, Durres, Elbasan, Fier, Vlora and Gjrokastra . Preparing interim and final training report with annexes Total 9 1 19 The preparation work will take place as home work from October, 1-15, 2012 and detailed training/workshop module/manual and the relevant handbook will be submitted to the TACSO Albanian RA for approval not later than October 7, 2012. The workshop materials to be distributed to participants should be forwarded to the contractor no later than October, 18, 2012. Profile of the STEs: The consultants should be of Albanian nationality and should meet the following criteria: University degree in social/economic sciences, advanced degree is an asset. At least 10 years training/working experience with civil society and sustainability issues in Albania (work experience in the Western Balkans is an asset). Experience in delivering similar activities for CSOs ion Albania and in the region. Monitoring and evaluation of the STEs: The activity will be coordinated and monitored by the TACSO Albania Resident Advisor. Payment procedure: While in Gjirokastra, Experts’ fee covers experts’ engagement, travel and accommodation.
