TERMS OF REFERENCE
For A Local Short Term Expert(s) (STEs)
for
Preparation of progress report that coordinates evaluation of the achievements of the National activity
plan for Albania (agreed during the conference on “Cooperation between Local self- governmental
institutions and Civil Society Organizations in the Western Balkans and Turkey” (Report from the “Bečići
conference” 2011) for TACSO office in Albania.
Background
The technical assistance service contract for the implementation of “Capacity Building of Civil Society in the
Instrument for Pre-Accession Assistance (IPA) countries and Territories” (Albania, Bosnia and Herzegovina,
Croatia, Former Yugoslav Republic of Macedonia, Kosovo*,1Montenegro, Serbia and Turkey) otherwise
known as the project Technical Assistance for Civil Society Organizations (TACSO). The EU-funded project
(EuropeAid/127427/C/SER/Multi - additional services) is led by SIPU International AB on behalf of a
consortium from Bosnia and Herzegovina, Turkey, Poland and Romania.
The Project
The general objectives of the project are to strengthen the overall capacities and accountability of Civil
Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs
and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to
increase and improve the capacity and actions of CSOs and to improve the democratic role of CSOs. More

Scope of work
The expert(s) is responsible to:
1. Define and produce questioner content/structure, format and common methodology and common
questions for the Skype or direct interviews with all recognized key players
2. Approach analytically to all gathered information including special focus on achievement, impact
and regional dimension requested elements
3. Analyze the results of the questionnaire, and finalizing the questions for the direct or Skype
interviews in order to fill all recognized gaps
4. Conduct all direct and Skype interviews.
5. Manage and gather all information in the report to include national and regional dimension with
focus on achievement, impact and good practical examples
6. Draft the report.
7. Develop the final report in English

Profile of the STE
TACSO Albania Office is looking for a short term expert with extensive experience in working with the CSO
and government/parliamentary environments on the topic “Cooperation between Local self- governmental
institutions and Civil Society Organizations (CSO) in the Western Balkans and Turkey”:
Qualifications and experience
 University degree (advanced degree is an asset)

The expert should have a minimum of ten years of professional experience and a minimum of five
years of specific experience working on CSO cooperation with institutions in the country. In
particular, s/he should have a good reputation and proven track record in the field of CSO
Government / Parliament cooperation and Local Self-government understanding.

S/he must be a dynamic researcher, and have previous experience in similar studies and
assessments.
S/he must be fluent in written and spoken in Albanian and English language.
Previous experience working with the EU IPA grant schemes will be an advantage.


Expected competences:
 Excellent analytical skills
 Excellent written and spoken Albanian and English
 Experience working for international organizations/projects
 Experience with the CSO environment in the country
 Experience with the Local Self-government environment in Albania
 Excellent computer skills.
Applicants must be independent and free from any conflict of interest.
Assignment
The work is expected to include analytical research work, interviews, preparation, writing, consulting and
finalizing of the report.
Total number of expert days is 3.

Logistic and timing
The assignment is to be implemented in Albania.
Assignment covers period from September 25-October 17, 2012.
Monitoring and evaluation of the STE
The activity will be coordinated and monitored by the TACSO Albania Resident Advisor.
Draft Report should be presented to the TACSO AL team by October 12, 2012.
The STEs will deliver final Progress report to the TACSO Office in AL (to be sent by October 17, 2012) before
remuneration.
Payment procedure:
Expert’s fee covers expert’s engagement, travel and accommodation.
