The Project
The general objectives of the project are to strengthen the overall capacities and accountability of the Civil
Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of service of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to increase and improve the capacity and actions of CSOs and to improve the democratic role of CSOs. More information on www.tacso.org
The P2P Programme intends to offer to civil society organisations from the beneficiary countries the possibility to interact and network with their national, regional and European-level counterparts and to create new partnerships as well as to visit EU institutions, in order to familiarise themselves with EU structures, policy making process, programmes, policies and best practices.
Background
The Directorate General for Enlargement is organising the present brainstorming workshop to share with all the relevant stakeholders the guiding principles of support to media freedom in the enlargement region for the period 2014-2020. This should define areas of particular interest, general policy objectives and support methodologies common to all countries in the region. The multi-country event is a milestone in the consultation process, which will contribute to the definition of the “Guidelines for EU support to media freedom in enlargement countries”.

The guidelines for EU support to enlargement countries 2014-2020 address the need for continued political and financial engagement with civil society and media in the EU agenda for enlargement. They build on DG
Enlargement's experience with the Civil Society Facility and other EU instruments for support to media freedom, and recognize that future EU support to media needs to be more strategic, effective and focused on results. The guidelines will create the basis for the development of multi-country and tailor-made country specific approaches to media freedom support that will become part of the IPA II multi-country and country strategies to be adopted at the beginning of 2014.
In line with the principles and objectives set out in the guidelines for EU support to media freedom 2014-
2020, a results framework for the enlargement region will be developed. This will provide the basis for a tailor-made approach at national level in accordance with the country context. One of the main aims of the present event is to define the indicators in consultation with media representatives, journalist associations, think tanks, CSOs and other stakeholders
The position
The senior expert(s) will facilitate the EU Conference “Multi-Stakeholder Consultation on the Guidelines for
EU support to Media Freedom in the Enlargement Region” with the objective of contributing to the finalisation of the Guidelines.
The senior expert will report to the P2P Manager and the Team leader of TACSO.
Key responsibilities
The senior expert(s) will develop an overall framework for the facilitation of the consultation workshop, with the objectives of contributing to the development of the Guidelines for EU support to Media Freedom in The
Enlargement Region. They will prepare and facilitate sessions, including plenary presentations, working groups and report-backs. The expert(s) will also facilitate the final conclusions of the workshop
The experts will work in conjunction with members of the TACSO team who will assist in facilitation where necessary.
Qualifications and experience:
The Expert should have:
An advanced university degree in a field related to civil society or media development
At least 10 years experience working as a facilitator of stakeholder consultation processes, meetings, trainings or conferences
Expertise in log frame development with particular experience in developing indicators
Experience working with EU IPA Grant Schemes
Experience working in multi-cultural environments

The Contract Regional Office by the European Union.
The position is open to individual senior experts. The selected candidate(s) will be offered up to 8 STE days including preparation, implementation, reporting. For contracting purposes the selected facilitators will have to be represented by a legal entity.
