Dear Parents/Guardians and Students:
As you are aware from my letter of April 11, 2008, there have been several recent changes to the MCAS
requirements. Starting with the Class of 2010, if a student does not achieve proficiency on the MCAS exams in
Math and English/Language Arts (ELA), school districts are required to develop an Educational Proficiency Plan
(EPP) to ensure the student’s progress toward proficiency. Students are expected to successfully complete the
requirements of the EPP in order to graduate. If you would like more information about the EPP, please visit the

Based upon preliminary data, your child may not have achieved proficiency on the most recent MCAS test. As a
result, we are inviting you and your child to meet with the EPP development team in order to discuss the EPP for
your student. This meeting will help to ensure the academic success of your student and to make sure that all
requirements will be fulfilled in order to achieve the new state standards of proficiency. Please understand that
the EPP process is required by the Department of Elementary and Secondary Education (DESE).
According to the Department of Elementary and Secondary Education (formerly the DOE), the EPP will consist of
the following:

A review of the student’s strengths and weaknesses based on MCAS and other assessment results,
coursework, grades and teacher input.

The courses the student will be required to take and successfully complete in grades 11 and 12 in the
relevant content area(s).

A description of the assessments the school will administer to the student on an annual basis to ensure that
he or she is making progress toward proficiency.
