Welcome to the 2015 Spring Convening!
Dear Colleagues,
On behalf of the Massachusetts Department of Elementary and Secondary Education, I’m pleased and
honored to welcome you to the 2015 Spring Convening – Building Momentum, Sharing Success.
Momentum is an apt metaphor for what’s happening right now in districts across the Commonwealth.
More and more educators are participating in activities that lead towards a desirable destination. As a
result, we continue to build momentum for achieving our shared goals of improving student outcomes
through educator effectiveness.
Here at the Spring Convening, we’re excited about an agenda that addresses some of the most
important issues in the profession. It offers sessions on efforts to improve educator evaluator capacity,
as well as ways to stimulate discussion about the effective use of data in education. We’ve also invited
districts to discuss how they’re cultivating a culture of teacher leadership, exploring the value of
Common Assessments in evaluation, and using new tools for classroom observation.
Several districts will present case studies and best practices for improving Professional Development
curricula and enhancing Student Impact Ratings. Mentoring guidelines, new ESE supports, the latest
news in Edwin Analytics—these and many other topics add up to a great 2015 Spring Convening agenda.

Morning Sessions
Evaluator Capacity: Improving Efficiency, Quality and Culture
In this session, participants will hear from members of ESE’s Professional Learning Network (PLN) on
Supporting Evaluator Capacity about their experiences developing methods for increasing the efficiency
of educator evaluation systems, improving the quality and consistency of feedback, and promoting a
culture of continuous growth.
Location: Salon A
Developing a Culture of Inquiry for Effective Data Use
This session is designed for districts interested in developing a culture of inquiry to support effective use
of data for continuous improvement. During this session, participants will: (1) work through an inquiry
cycle with support from a DSAC Data Specialist, (2) hear about a school’s implementation of the inquiry
cycle, and (3) discuss the infrastructure needed to support inquiry. Participants will have the opportunity
to discuss these topics with other districts and reflect on next steps for their own district or school.

Teacher Leadership: Improving Schools Through Collaboration
This teacher-led session will allow participants to explore the benefits of teacher leadership for
students, teachers, schools, and districts. Participants will choose one of four common areas of
challenge—teacher voice, school culture, funding/collective bargaining, or peer evaluation—to learn
from a district that has successfully navigated that challenge.

The Value of Evidence in Examining Practice
Through video, sharing of best practices, and interactive activities, this workshop will demonstrate how
educators can manage and use evidence efficiently and meaningfully to build a comprehensive picture
of educator practice, support growth, and recognize and develop talent.
Location: Salon D
Using Common Assessments in Educator Evaluation
Common Assessments can provide valuable information about how much students are growing and
learning. In this session participants will learn from districts in four areas: (1) identifying new assessment
approaches, (2) systems and structures to support educator collaboration, (3) acting on information
from common assessments, and (4) continuous improvement and next steps. Note: This session is
focused on cross-district sharing and collaboration. Questions for ESE regarding the alternative
pathways and timelines related to the Student Impact Rating will be addressed in the afternoon Office
Hours session.

Introducing ESE’s New What To Look For Tools
ESE has created a new suite of classroom observation tools highlighting core content and key
instructional practices that observers should encounter in a particular subject area at a particular grade
level, and linking those practices back to the educator evaluation rubric. This workshop will introduce

the new tools, and give educators the opportunity to consider how they might be used in their districts
and schools.

Afternoon Sessions
Creating High Quality Professional Development Systems: Lessons from Massachusetts Districts
Professional development is a powerful lever in supporting educator growth and development. Through
case studies, ESE highlights four MA districts that are creating high quality impactful professional
development systems. In this session, participants will hear about key strategies districts are using to
transform professional development, self-assess their own district’s or school’s needs around high
quality professional development, and explore ways to address gaps in their own PD systems.

Student Impact Rating Office Hours
Improving student learning is at the center of educator evaluation. The Student Impact Rating supports
this by providing feedback to educators about their demonstrated impact on student learning. In this
session, ESE will share new resources and provide an opportunity for participants to ask questions
regarding the alternative pathways and requirements of the Student Impact Rating. Note: Attendees
interested in hearing about how different districts are approaching this work are encouraged to attend
the morning session on Using Common Assessments in Educator Evaluation.

Evaluation Resources for Educators in
Complex Roles
Learn more about resources available to support the evaluation of educators with complex roles
(specialized instructional support personnel, special educators, and others). In this interactive session,
participants will hear from educators and evaluators who have used these resources to help focus the
evaluation processes and participants will also learn about newly available resources.

Student & Staff Feedback in Evaluation: The ESE Model Feedback Surveys
In 2014-15, student and staff feedback joined observational evidence, artifacts, and measures of student
learning as one of the many types of evidence informing an educator’s evaluation. In this session,
participants will learn about the ESE Model Feedback Surveys—the unique process used to develop
these instruments, their current use in 25+ districts, and their direct application to instructional and
leadership practice. Attendees will also have an opportunity to examine alternatives to surveys to collect
feedback.

Turnaround Practices in Action
District and School Assistance Centers (DSAC) will share their experiences working collaboratively to plan
and implement accelerated improvements framed and guided by the Turnaround Practices in Action
Research.

Afternoon Sessions (continued)
Exploring ESE’s 2015 Guidelines for Induction and Mentoring Programs
In this session, participants will dig into the updated Induction and Mentoring Guidelines (released in
April 2015), hear from lead mentors about how the guidelines support their work, and learn more about
partnerships between educator preparation programs and districts to support beginning educators.

RETELL – Extending the Learning after SEI Endorsement Training
By June 2016, 36,000 core academic teachers and administrators will have earned SEI Endorsements.
This presentation provides information about an array of supports ESE is making available to assist
districts in their efforts to ensure that effective sheltered English instruction practices take root in their
classrooms and that programs for ELLs are effective.

What’s New in Edwin Analytics?
This workshop will demonstrate the new Educator Evaluation and Educator Preparation reports that
have been made available in Edwin Analytics in recent months. Participants will gain an understanding
of what data are contained in the reports and how they can be used to support students, educators,
schools, and districts.
Location: Sudbury
Educator Performance Assessments
In this session, participants will learn more about the development of new educator performance
assessments for educator preparation and licensure (Performance Assessment for Leaders-PAL and
Teacher Performance Assessment-TPA). These new performance assessments are being designed to
ensure our educators are ready to be effective day one and developed in alignment with the K-12
educator evaluation system.

To celebrate National Teacher Appreciation Week, ESE is excited to launch an email directly to teachers!
Every other week, we’ll highlight resources and information relevant to your work, reflection pieces
written by current teachers, and upcoming opportunities to engage with ESE. We’ll keep it short and to
the point—selecting the top three items we think teachers will be most interested in.
We’d love to reach as many teachers as possible! Please share this email with your colleagues and

1. The Buzz: 2016 Massachusetts Teacher of the Year Audrey Jackson
On Tuesday, Commissioner Mitchell D. Chester announced Audrey Jackson, a fifth grade teacher at the
Joseph P. Manning School in Boston, as the 2016 Massachusetts Teacher of the Year. “Audrey Jackson
approaches her inclusion classroom as a community of learners who will benefit not only from her, but
from each other,” said Commissioner Chester. “We are fortunate to have excellent educators across the
Commonwealth, and I am happy to recognize Ms. Jackson, who has a relentless focus on reaching all
students and who has helped other educators improve how they teach students affected by trauma.”
The other four Teacher of the Year finalists for this year were: Bridget Adam, a sixth grade math teacher
at Boston Collegiate Charter School; David Kujawski, a sixth grade science teacher at
Bird Middle School in Walpole; Jennifer Ormerod, a second grade teacher at Palmer River
Elementary School in Rehoboth; and Brett Pangburn, a sixth grade English teacher at Excel Academy
Charter School in Boston.
2. FYI: Licensure Call Center Hours Extended through June
In order to further accommodate busy educator schedules, the Licensure Customer Service
Call Center (781-338-6600) doubled its operating hours in early January to Monday through Friday 9:00
a.m. to 12:00 p.m. and 2:00 p.m. to 5:00 p.m. In addition, the Call Center is open until 7:00 p.m. on
Wednesdays this spring. Currently, over 91 percent of the calls are answered within an average wait
time of less than four minutes.
3. What we are Reading: The Center for American Progress recently released a report that “describes
districts throughout the country that have taken collaborative approaches between management and
unions to ensure that teachers have significant voice and leadership in implementation of the Common
Core.” What ideas do you have for how to ensure that teachers’ ideas are included in using the new

Evaluator Capacity
ESE’s Professional Learning Network (PLN) on Evaluator Capacity’s new resource “On Track with
Evaluator Capacity”
Since 2014, ESE has partnered with eight school districts/schools to address the challenge of evaluator
capacity. These districts designed and implemented new initiatives, met often, and conducted cross-site
visits to learn and empower each other. Some initiatives promoted a culture of growth, others focused
on improving the efficiency of their evaluation systems and the quality of their observations and
feedback. This resource guide offers dynamic case studies, highlights best practices and artifacts that
could help generate ideas in your own district, and offers communications planning informed by the
work of the Education Delivery Institute. Find it this June:

Five new resources to support high quality professional development.
The following resources will be posted to ESE’s professional development website in early
summer. Please visit http://www.doe.mass.edu/pd/ for updates on these resources.

The PD Provider Registry – A searchable database of professional development providers who
have recently registered with ESE through a new review process.
The PD Planning Guide – A guide, developed in consultation with Massachusetts educators, that
can support districts and schools in planning high quality professional development.
The Massachusetts Toolkit for the Assessment of Professional Development – A toolkit,
developed in consultation with Massachusetts educators, which can support districts and
schools in assessing/evaluating their professional development.
The Massachusetts PD Case Studies – Case studies and videos of three MA districts and one
school transforming professional development and learning.
The Massachusetts Guidelines for Professional Development Providers – An update to the
Massachusetts Guidelines for Professional Development Providers (2000). These Guidelines
assist providers (including school districts) in their planning and delivery of professional
development in accordance with Massachusetts laws and regulations. Learn how the
involvement of both educators and leaders in the planning and assessment of high quality
professional development can result in professional development that can document gains for
educators and students.
Video Resource Library for Educators
ESE is partnering with School Improvement Network to build a Video Resource Library for educators.
 Massachusetts-specific videos will profile examples of both effective and innovative
implementations of the MA Educator Evaluation Framework in schools, including practices
related to self-assessment, goal-setting, evidence collection, observations and feedback, and
other components of the 5-Step Evaluation Cycle.
 A substantial library of pre-existing classroom videos with training protocols will also be made
available to support evaluator calibration activities.
 The Video Resource Library will be available on the Educator Evaluation website.
