METHODOLOGY

This document reports the findings of an ongoing pair of surveys: a telephone survey among four hundred adult drivers in Southside Hampton Roads; and a mail survey among six hundred businesses within a file mile ring of the intersection: o The consumer telephone survey was conducted among adult drivers living in

Chesapeake, Norfolk, Portsmouth, Suffolk and Virginia Beach. A randomized method was used to create a proper telephone sample for each wave of interviewing. A standardized survey questionnaire was developed for use in this study. All telephone interviewing was done by trained professional interviewers working in a central telephone interviewing facility, where all work was carefully supervised and systematically verified for accuracy and logic of responses.

Interviewing took place during late afternoon and evening hours, no later than

9:00 p.m. o The mail survey was conducted among businesses located within five miles of the

I-64/Battlefield Boulevard interchange. The sample, procured from Accudata

Integrated Marketing, was provided to Bonney & Company by HCD Advertising.

Copies of both survey questionnaires are included as an appendix to this document.

Interviewing for the benchmark consumer telephone survey took place in early May of 2006. The first tracking wave took place in November of 2006. The current tracking wave took place in May of 2007. The business surveys were conducted at the same times as the consumer surveys. We are not aware of any other conditions in the marketplace during the time of the tracking surveys that we believe may have biased the outcome of the study other than a work zone accident involving a contractor during the first of May.

All surveys are subject to a standard error, the statistical “plus or minus” factor that is the price of not having conducted a complete census. The standard error for the telephone survey of four hundred respondents is five percentage points at the 95% confidence level.

The standard error for the mail survey of one hundred and fifty-four business respondents is eight percentage points at the 95% confidence level.

Executive Summary

A year into the I-64/Battlefield Boulevard interchange renovation project, substantial construction has been under way for months. The first tracking survey, six months ago, indicated that the public’s confidence in the project and satisfaction with its progress was steady and generally positive. This continues to be the case in May of 2007: o Net satisfaction with the progress of the project remains somewhat positive, and definitely not negative. o Confidence in VDOT’s ability to complete the project on time and on budget remains consistent.

The biggest difference between last November’s tracking survey and the results of this May 2007 tracking survey is that the reported frequency of use of the I-64/Battlefield

Boulevard interchange has declined markedly among both consumer and business drivers. This decline translates among both audiences into less reported inconvenience because of the project. Traffic slowdowns or stoppages continue to be the most mentioned kinds of inconvenience.

Another difference between the results of this May 2007 survey and the last tracking survey six months ago is that there is far less reported exposure to information about the project among both consumers and business drivers. Whereas declines in use of the I-64/Battlefield Boulevard interchange was a good thing because it reduced the potential for driver inconvenience, the decline in exposure to information about the project means that both consumer and business drivers are less well-informed about the progress of the project and about VDOT’s management of the project.

It is not unusual that the media and others lose interest in a construction project like this once it moves into the lengthy and generally uneventful period of construction that separates the more exciting start and finish phases. Yet, the results of this study suggest that the most important thing VDOT and its marketing partners can be doing at this point in the project is working to keep this project in the news and keep information about the project flowing out into the market via other distribution channels.

We hasten to remind the reader that this most recent tracking survey does not find any problems or glaring deficiencies. But the decline in perceived exposure to news about the project and the increased lack of awareness of information about the project’s status suggests that this may indeed be a critical communications juncture in the project’s history. In the absence of information about the project, consumers and business managers may revert to inaccurate and outdated perceptions. In the absence of positive reinforcement of a pro-VDOT perspective, some may begin to believe that information is being purposely withheld to hide from the public negative news about the project.

Neither of these outcomes is warranted nor necessary. And it is not a certainty that either will occur if no action is taken. But in our experience, information voids more often than not breed misperceptions, an outcome we are confident that VDOT and its marketing partners do not want to occur.

Consumer Survey Summary

This second tracking wave of research following the start of construction provides interesting feedback regarding local drivers’ perceptions of the I-64/Battlefield Blvd interchange renovation project. As before, these findings are based on a survey among four hundred Southside Hampton Roads adult drivers.

The most striking difference between this wave of tracking research and the prior wave (November 2006) is that there has been a decline in the reported frequency of use of the I-64/Battlefield Boulevard interchange. This decline is not attributable to drivers having adjusted their routing to avoid the interchange; indeed, fewer drivers said they have adjusted their routing to avoid the interchange than said so in November.

The decline in reported use of the I-64/Battlefield Boulevard interchange translates into a decline in the percentage of drivers inconvenienced by the project. However, among those who say they have been inconvenienced by the project, the frequency of project-related inconveniences has increased, although the average length of such inconveniences is shorter than in November.

Fewer adult drivers than in November said that they have seen much information about the I-64/Battlefield Boulevard interchange project. Fewer than half said such information has helped them avoid inconvenience in the area.

Despite these ups and downs, adult drivers in Southside Hampton Roads continue to be slightly more positive than negative in their net satisfaction with the progress of the

I-64/Battlefield Boulevard interchange project overall.

Discussion of the Findings

Use of the I-64/Battlefield Blvd Interchange

The results of this May 2007 tracking survey make it clear that traffic volume through the

I-64/Battlefield Boulevard intersection attributable to Southside Hampton Roads residents is a variable phenomenon. Reported use of the I-64 portion of the intersection grew dramatically between the time of the May 2006 benchmark survey and the first tracking survey in November of that year. In May of 2007, interaction with the I-

64/Battlefield Blvd interchange has returned closely to the levels noted in the benchmark survey at this same time last year: o Just over a third (35%) of respondents said they go through the I-64 portion of this interchange at least weekly, compared to just four-in-ten (61%) in November. o Just over a quarter (28%) said they go through the Battlefield Blvd portion of the interchange at least weekly, compared to only three-in-ten (58%) in November.

As we have seen since the start of this study, interaction with the I-64/Battlefield

Boulevard interchange continues to be greater among those living within five miles of the interchange than among those who live farther away.

Confidence in VDOT

Confidence in VDOT’s ability to complete this renovation of this interchange on time and on budget, while not universal, continues to increase incrementally. Between

November 2006 and May 2007, the percentage of Southside Hampton Roads residents who believe the project will be completed on time increased slightly from 45% to 49%.

Respondents continue to be less certain, however, about the project being completed on budget. One year ago, only about a quarter (27%) of respondents were confident the project would be completed on budget. In May 2007, 37% are now confident that the project will be completed according to budget. The majority continue to lack confidence that the project will be completed on budget.

Information Flow Regarding the Project

The percentage of consumer respondents who said they have seen or heard “some” or “a lot” of information about the I-64/Battlefield Boulevard interchange renovation increased significantly from May of 2006 to November 2006, at which time more than half (55%) said they had seen or heard “a lot” or “some” information about the project. Since

November, those numbers have not changed much overall, although the percentage of consumers who say they have seen “a lot” about the project has declined from 20% to

14%.

Among those who recalled seeing or hearing something about this project, the percentage who said that what they had seen or heard had kept them informed about the progress of the project increased from November’s 42% to 51%.

The percentage of persons who have seen or heard information about this project who say that this information has helped them avoid inconvenience increased markedly—from

25% in May 2006 to 43% in November 2006—and remains close to this level in 2007.

There is no significant geographic or experiential variance in this response.

Asked where they believe they heard about the I-64/Battlefield Boulevard interchange renovation project, Table 6, on the following page, shows that most survey participants continue to attribute their knowledge of the project to information they saw in the newspaper. Roughly the same number attribute their awareness of information about this project to television sources as said so in the last tracking wave in November. As in

November, however, more May 2007 respondents said their television information is coming from non-news programming.

The percentage of respondents who reported that they had been inconvenienced by the project has dropped significantly since November, when also half said they had been inconvenienced by the project. In May 2007, just under three-in-ten (28%) said they had been inconvenienced.

It is interesting to note that the level of inconvenience associated with this project has not changed significantly. Asked to describe the level of inconvenience associated with the delay using a scale of 1 to 10, where 1 means the inconvenience was minimal and 10 means the delay was significant, study participants who said they had been inconvenienced by the I-64/Battlefield Boulevard interchange renovation project gave the inconvenience an average rating of 5.8 at the time of the May 2007 survey, only slightly behind the November 2006 and May 2006 surveys.

Since May, when work was just beginning on the I-64/Battlefield Boulevard interchange renovation project, inconveniences associated with the project have expanded somewhat in scope. Table 8, on the following page, shows, however, that in May 2007 mentions of many of these types of inconveniences declined, compared to the last tracking survey in

November. The leading inconveniences continue to be slowed or stopped traffic.

The average length of delay among those who said they have been delayed by the interchange renovation project, however, decreased slightly to fifteen minutes from

November’s almost sixteen minutes.

The percentage of respondents who said they have altered their travel in some way to avoid being inconvenienced by the I-64/Battlefield Blvd interchange renovation declined from 44% to 34% between November and May. As in both May and November of 2007, persons who use the Battlefield Blvd. portion of the interchange and persons who have been inconvenienced in the past 30 days were more likely to have said that they have altered their route to avoid inconvenience.

What is A “Reasonable” Construction-Related Delay?

In November, we observed that the first inkling that consumers may have been beginning to be conscious of their patience with this project could be seen in Chart 4, below, where we saw that the average maximum amount of time that consumers believe it would be reasonable to be delayed due to construction on this project declined from fifteen minutes to just under thirteen minutes. In May 2007, the maximum reasonable delay interval remains roughly thirteen minutes.

Despite all of the foregoing, when study participants were asked to express their overall level of satisfaction with the way this project is proceeding, benchmark survey participants came down solidly in the middle, expressing neither satisfaction nor dissatisfaction. Although the degree of change since then is too small to be considered statistically significant at this point, each tracking wave since May 2006 has shown a very slight increase in net satisfaction with the way this project is going. Even if there is no increase, we believe it is important, and perhaps even more important, to note that there has not been a loss of overall satisfaction with the progress of this project since it started a year ago.

Business Survey Summary

The results of this second tracking wave of research among managers of businesses located within five miles of the I-64/Battlefield Boulevard interchange show that businesses remain positive about this project.

As it was among consumers, the reported frequency of use of the I-64/Battlefield

Boulevard interchange is down, compared to six months ago. And likely because of this, the frequency of reported inconvenience associated with the project is also down, although the average length of delays is about the same as six months ago.

More than half of the business managers taking part in this study continue to believe that their customers are being impacted by the I-64/Battlefield Boulevard interchange construction project. The percentage of business survey respondents who said they are seeing or hearing much information about this project has declined somewhat, and fewer say the information they are getting is keeping them well-informed about the progress of the project.

Overall confidence in VDOT’s ability to complete this project on time and on budget among business managers remains much as it was six months ago, although the frequency of “very confident” responses has declined to almost none.

Overall satisfaction with the progress of the I-64/Battlefield Boulevard interchange project has declined slightly since the last tracking survey six months ago. But it remains roughly on par with the level of overall satisfaction noted at the outset of the project.

Discussion of the Findings

Use of the I-64/Battlefield Blvd Interchange

It is difficult from the results of this survey alone to tell whether we are seeing the

“cause” or the “effect.” Whichever the case, it is clear from the findings of this May 2007 survey that businesses within five miles of the I-64/Battlefield Blvd interchange are using the interchange far less frequently than they did in either the May 2006 benchmark or

November 2006 tracking surveys. The percentage of survey respondents who said they use the I-64 portion of the interchange dropped from 81% in November to 59% in May.

The percentage who use the I-64 portion monthly or less frequently increased almost four-fold, from 7% in November to 26% in May 2007.

Much the same holds true for the Battlefield Boulevard portion of the intersection, where regular use has dropped markedly and infrequent use has increased more than five-fold, from 6% in November to 31% in May.

Confidence in VDOT

Confidence in VDOT’s ability to complete this renovation of this interchange on time and on budget has never been extremely high since this project began. But there has been a substantial increase in confidence about the project progress since last November. At that time, 38% of business respondents were confident the project would be completed on time. In May of 2007, that number has grown to 52%.

There remains, however, considerable doubt or uncertainty regarding whether the project will be completed on budget. Compared to last November, when perceptions were slightly better, none of the business respondents in May are “very confident” that the project will complete on budget. However, it appears that those who were once very confident are merely “somewhat confident” now, resulting in no net change in overall confidence regarding the project’s final financial cost.

Information Flow Regarding the Project

The percentage of businesspersons taking part in the benchmark survey who said they have seen or heard “some” or more information about the interchange renovation remains high, 66%. But the percentage who say they have seen “a lot” of information about the project has declined by nearly half—from 23% to 12%--since November. Conversely, the percentage who said they have not seen much, or nothing, about the project increased slightly from November to May.

Because fewer business respondents said they had seen or heard much about the project, it is not too surprising that fewer also said that what they had heard about the project has kept them informed about the progress of the project. The percentage of respondents who said the information has done a good job of keeping them informed dropped from 60% in

November to 41% in May.

What is A “Reasonable” Construction-Related Delay?

Perhaps because fewer of our study participants profess to use the I-64/Battlefield Blvd interchange and fewer than before said they have been inconvenienced by construction at the interchange, there is greater tolerance in May of 2007 with delays associated with the project. The average “maximum reasonable” delay study participants said they would be willing to endure because of this project increased from roughly eight to thirteen minutes.
