PROCEDURE STEPS 1. Scope: The Faculty of Science (FSc) has assessed the work places facilities on the Albury – Wodonga campus and have identified areas which are designated as hostile operating environments as defined by clause 64.2G of the NSW WHS 2001 legislation. The FSc has also assessed places of work where electrical articles are used but do to not meet the requirements of a hostile operating environment. The FSc has developed a Test and Tag (T&T) maintenance schedule (listed below) which assigns a testing schedule to electrical articles based on the work place operating environment and the activity status of the electrical article. Electrical article test schedules are listed as follows: Electrical articles operated in a hostile environment are inspected and tested every 12 months. Electrical articles operated in a non hostile environment are inspected and tested every 5 years. Safe Work Procedure Version 1: Sept 2012 Page 1 Electrical articles which are stored by the FSc which are not used are listed as ‘Out of Service’ on the FSc T&T database. 2. Background: Clauses 64 & 65 Occupational Health and Safety Regulation 2001 requires all places of work where electrical articles are installed and prior to their energising for normal use, be inspected by a competent person to ensure they are safe for use, and all electrical equipment are maintained by a competent person to ensure they remain safe for use (NSW government, 2012). To comply with WHS 2011 64.2.A2, FSc technicians who are deemed to be competent persons inspects, tests and maintains electrical equipment used by the FSc for research and teaching purposes. Test and tag test results are stored in room 228, building 666. CSU staff training records are stored in room 243, building 666. 3. Definitions: Hostile Environment: As defined by the NSW WHS 2011 legislation and AS/NZS3760, a hostile operating environment means an operating environment at a place of work where an electrical article is in its normal use is subjected to operating conditions that are likely to result in damage to the article, and, for example, includes an operating environment that may: (a) Cause mechanical damage to the article, or (b) Expose the article to moisture, heat, vibration, corrosive substances or dust that is likely to result in damage to the article. Non hostile environment: A work place where by an electrical article in unlikely to be damaged during the course of its normal use. Out of Service: An electrical article which is no longer in use and will be listed on the FSc T&T database as ‘Out of Service’. Out of Service electrical articles are stored by the FSc until such time as they are reintroduced to service or are disposed of. Electrical articles which have been disposed of will be removed from the FSc T&T database. Competent person: For any task means a person who has acquired through training, qualification or experience, or a combination of them, the knowledge and skills to carry out that task (NSW government, 2012). Responsibilities: Testing and tagging is part of the FSc ongoing compliance that all technical staff are expected to assist with. All technical staff will complete an accredited testing and tagging course. Test and tagging can be completed individually or in pairs, depending on individual preference. To ensure currency of knowledge for all staff that have completed a testing and tagging course in the past, the Facility Manager will assess on a yearly basis the need to organise a refresher course. 7. Training Requirements: Before commencing testing and tagging an accredited course must be completed and proof of competency filed with the Facilities training records. An appropriate course is regular run by Wodonga TAFE and includes: Testing and tagging of electrical appliances and leads IA05TT About this course Learn to test and tag. Ideal for small businesses, this 12-hour course provides training in the use of portable test equipment for the testing and tagging of electrical appliances and leads. You gain the skills and knowledge you need to visually inspect leads and appliances, and to use portable appliance testers. Maintenance Requirements: T&T – el is calibrated annually – calibration report stored in the Facility records in Bd666 rm228. Albury Calibration is one company that can perform calibration. All staff instructed that if they come across an item that they are not sure whether to test using a class 1 or a class 2 test to consult the manual and/or the manufacturer to establish the correct test to run. All staff instructed to consult the T&T testing machine and associated software manual when they require clarification. 5: Records Maintenance Possible Hazards: Safety Controls: Risk Score: Loss of records not allowing workers to assess if equipment has passed T&T in an appropriate timeframe.
